The Deputy General Chair of the Hanura Party Central Leadership (DPP), Patrice Rio Capella, is pushing for the creation of a new institution named the Election Oversight Board (Dewas Pemlim) within the Revision of the Election Law (RUU Pemilu). According to him, this institution would be tasked with supervising the performance of the three elements of election organisers: the General Elections Commission (KPU), the Election Organisers Supervisory Agency (Bawaslu), and the Election Organisers Ethics Council (DKPP).

“There must be a new institution that conducts oversight of the three election bodies to ensure the implementation of the election remains on track. That is what we call the Election Oversight Board,” said Rio after leading the Consolidation and Technical Meeting of the Hanura DPP Task Force with the Regional and Branch Leadership Councils across Central Sulawesi in Palu, Wednesday (30/09/2026).

Rio added that the Oversight Board could be composed of elements from the Government and political parties participating in the election. He believes that the involvement of political parties is crucial for building trust between the participants and the election organisers.

“If there are 15 election participants, then there will be 15 people from political parties present there. They will supervise and ensure that the three elements of the election organisers function properly,” he explained.

Rio emphasised that the Oversight Board would not take over the technical authority of the KPU and Bawaslu. In his view, the Board’s sole duty would be to supervise the organisers to ensure they work according to the regulations.

The Chairman of the Hanura DPP Task Force cited an example where the Board could oversee the handling of reports regarding alleged election fraud, ensuring they do not stall due to administrative issues or reporting deadlines. Rio believes that an additional oversight mechanism is necessary so that every report with strong evidence can be followed up in accordance with the rules.

“An election organiser consisting of political party and government elements occurred during the 1999 election. There was the Indonesian Election Committee (PPI) at the central level and the Regional Election Committee (PPD) at the provincial level. In my opinion, the most comfortable and civilized election was the 1999 election. At that time, it was conducted by political parties, so they monitored each other,” he elaborated.

Furthermore, Rio requested that the experience of the 2024 election serve as a lesson to prevent similar issues from recurring in the 2029 election. The involvement of election participants in oversight, he continued, could be one way to build trust in the 2029 election process.

“That is why all parties should be involved as supervisors. Both the organisers and the election participants are involved in the process. One process for technical implementation, and a second process for oversight,” he asserted.
