Hamdan Zoelva Asserts Hotel Sultan Land Cannot Be Immediately Executed, Why?
JAKARTA — PT Indobuildco’s legal representative Hamdan Zoelva has asserted that the execution of Hotel Sultan land in the Gelora Bung Karno (GBK) area cannot be carried out immediately.
His party has filed a formal appeal against the land execution order to the Central Jakarta District Court.
“We, PT Indobuildco, have formally filed an appeal of protest to the court. Let the court decide on our protest first, and we are requesting a postponement of the execution pending the final decision,” said Hamdan at Hotel Sultan in Central Jakarta on Monday, 16 March 2026.
Hamdan revealed that there are at least four appeals against the Hotel Sultan land execution order filed with the Central Jakarta District Court. In addition to the appeal from PT Indobuildco, there are three other appeals currently being processed in court.
These are respectively from the hotel operator and two apartment tenants in the Hotel Sultan complex.
“Before carrying out the execution, the court should first decide on the four protest cases currently being processed,” Hamdan stressed.
Hamdan acknowledged that the Ministry of State Secretariat (Kemensetneg) together with the Gelora Bung Karno Complex Management Centre (PPKGBK) conducted a site inspection on Monday to verify case documents against ground conditions.
Hamdan explained that the boundaries of the land management rights (HPL) 1 Gelora were not clearly defined.
“Because a detailed map was never shown; whether it includes building rights (HGB) numbers 26 and 27 belonging to PT Indobuildco. We first want to clarify this, because during our case proceedings we have never received the detailed map of HPL 1 Gelora,” said Hamdan.
“Why? Before the issuance of HPL number 1 Gelora, there was a written report from the GBK Senayan Director stating that the boundary of the HPL GBK land’s final boundary was adjacent to land belonging to Hotel Sultan,” he continued.
According to Hamdan, building rights (HGB) 26 and 27, which are currently being inspected by PPKGBK, are deemed to fall within HPL 1 Gelora.
He revealed that previously HGB 26 and 27 had an area of 14.3 hectares.
