Hamas Delegation Arrives in Cairo to Discuss Trump's Gaza Peace Plan

A delegation from the Palestinian movement Hamas arrived in Cairo to continue negotiations on the implementation of a plan proposed by US President Donald Trump to resolve the situation in the Gaza Strip, according to Hamas political office adviser Taher Al-Nunu on Tuesday. “The Hamas delegation, headed by Zaher Jabarin—a member of the movement’s political bureau in the West Bank—arrived this morning in the Egyptian capital, Cairo, where meetings with Egyptian officials and mediators have been scheduled,” Al-Nunu stated. He added that the visit aims to discuss halting the escalation in the region, as well as Israel’s commitment to allowing the entry of all necessary goods into Gaza, including materials for the restoration of hospitals, bakeries, and infrastructure facilities. Concurrently, the parties will discuss a roadmap governing the transition to the second phase of the Trump peace plan for Gaza. According to the official, this second phase includes the establishment of an international administration, the deployment of international stabilisation forces, and the full withdrawal of Israeli forces from Gaza. Last November, the UN Security Council adopted Resolution 2803 to implement the Gaza peace plan agreed upon by Israel and Hamas in October 2025. Trump’s special envoy, Steve Witkoff, announced the launch of the second phase of the Gaza peace plan in mid-January. This phase stipulates an Israeli withdrawal from broader areas of Gaza, the deployment of an International Stabilisation Force, and the establishment of a new governance structure that includes a Peace Council. Despite the announced transition to the second phase of the Trump peace plan for Gaza, Israeli attacks and bombardments have continued, while Hamas has refused to disarm. Earlier in June, deputy head of the Hamas political bureau, Mousa Abu Marzouk, stated that the movement was prepared to hand over its weapons solely to the Palestinian Authority.
