Hamas Agrees to Surrender Heavy Weapons and Military Facilities in Gaza

Hamas and other Palestinian factions have reportedly agreed to begin the process of inventorying and surrendering heavy weapons, military production facilities, armouries, and tunnel networks in the Gaza Strip. This agreement is based on a draft document cited by Al Jazeera reports on Friday (31/7).

United States President Donald Trump confirmed on Thursday evening that an agreement regarding the full disarmament of Hamas and other armed groups in Gaza has been reached. Trump emphasised that Israel will withdraw all its troops from the territory immediately after the disarmament process is finalised.

According to the document, the disarmament process will commence once all remaining obligations under the Sharm el-Sheikh Protocol have been met. The draft agreement calls for the establishment of an implementation schedule within 14 days, with the possibility of extensions based on decisions made by an international supervisory commission.

The withdrawal of Israeli forces is scheduled to take place in parallel with the surrender of weapons by Palestinian factions, in accordance with the tenth clause of the peace roadmap. An international supervisory commission, supported by international forces, will be tasked with monitoring and verifying every stage of implementation on the ground.

The provisions currently published do not mandate the direct handover of all weapons to a third party. Instead, the document emphasises mechanisms for the inventory, storage, and supervision of weapons under the control of the international commission.

This move is a continuation of the first phase of the Trump peace plan, which was approved by Israel and Hamas on 9 October 2025, mediated by Egypt, Qatar, the United States, and Turkey. Since the ceasefire took effect the following day, Israeli forces have retreated to the ‘Yellow Line’, although they currently still control more than 50 per cent of the Gaza Strip territory.
