The Draft Law on the Amendment to Law Number 34 of 2014 concerning Hajj Financial Management is considered a strategic step to strengthen the governance of the national hajj fund. The new regulation opens wider space for optimising the benefit value of the hajj fund, which currently stands at approximately Rp180 trillion.

Head of the Hajj Financial Management Agency (BPKH) Executing Body, Fadlul Imansyah, stated that regulatory changes are necessary so that hajj fund management becomes more adaptive to economic developments, the service needs of pilgrims, and the evolving challenges of organising the hajj pilgrimage from year to year.

According to Fadlul, the hajj fund is a trust of the people that must be managed professionally, transparently, and sustainably. Therefore, the revision of the Hajj Financial Management Law is an important momentum to strengthen the BPKH institution while increasing the benefits that can be directly felt by prospective Indonesian hajj pilgrims.

One of the key points in the revision of the Hajj Financial Management Law is the expansion of investment space, which provides greater flexibility to BPKH in developing the funds it manages. Through this change, BPKH has the opportunity to invest in sectors related to the hajj ecosystem as well as other productive instruments deemed capable of providing added value for pilgrims’ funds.

This policy is expected to increase the benefit value generated from the management of the hajj fund. With more optimal benefit value, the sustainability of hajj pilgrimage operations and the improvement of service quality for pilgrims can be better maintained.

Fadlul emphasised that investment development will still be carried out by prioritising the principle of prudence and protection of pilgrims’ funds. Therefore, strengthening regulation is an important foundation so that fund management can proceed safely and sustainably. According to him, stronger regulation will provide a solid foundation for BPKH to manage the hajj fund productively without neglecting aspects of security and accountability.
