Hajj Financial Management Bill Revision Opens Investment Space for Pilgrim Funds
The Draft Law (RUU) on the Amendment to Law Number 34 of 2014 regarding Hajj Financial Management is creating wider opportunities for the optimisation of benefits for millions of prospective Hajj pilgrims.
The Head of the BPKH Implementing Agency, Fadlul Imansyah, emphasised that regulatory changes are necessary so that the management of Hajj funds can be more adaptive to economic developments, the needs of pilgrim services, and the increasingly complex challenges of Hajj administration.
“Hajj funds are a trust from the community that must be managed professionally, transparently, and sustainably. The revision of the Hajj Financial Management Law is an important step to strengthen the BPKH institution while optimising the benefits that can be directly felt by pilgrims,” Fadlul stated in Bandung on Friday (12/06/2026).
According to him, strengthening the regulation will provide a more solid foundation for the BPKH in developing productive Hajj fund management while maintaining the principles of prudence and the protection of pilgrims’ funds.
The revision of the Hajj Financial Management Law contains several strategic changes that have the potential to increase the effectiveness of national Hajj fund management. One of these is the expansion of investment scope, which allows the BPKTH to invest more flexibly in sectors related to the Hajj ecosystem and other productive instruments.
This step is expected to increase the value of Hajj fund benefits, thereby providing a greater impact on the sustainability of Hajj administration and the quality of pilgrim services.
Furthermore, the revision regulates the strengthening of risk mitigation through the formation of capital reserves, strengthens aspects of supervision and transparency, and opens opportunities for the emergence of more flexible Hajj Pilgrimage Cost (Bipih) payment schemes for prospective pilgrims.
