Habiburokhman Reveals Police Law Drafting Involved Maximum Public Participation

House of Representatives (DPR) Commission III Chairman Habiburokhman has emphasised that the process of discussing and drafting the Police Law (UU Polri) was carried out by prioritising the principle of meaningful public participation. “In the context of meaningful participation, this will certainly be questioned by our friends in constituent areas. I would like to say that meaningful participation has been maximised at the drafting stage,” said Habiburokhman during a plenary session at the DPR on Tuesday, 9 June 2026. In its drafting, Habiburokhman explained that 12 public hearing meetings (RDPU) were held with various groups, ranging from students to experts. Additionally, Commission III also conducted visits to various regions to obtain views from academics and the public at a number of universities. “Commission III conducted visits to obtain input from the public and universities in 12 provinces,” said Habiburokhman. “We then invited 15 experts, 6 community groups, and 3 student groups; there were 16 legal experts who provided input on efforts to reform the Police,” he continued. He mentioned that the DPR Commission III had brought in 16 legal experts for the drafting of the Police Bill. Habiburokhman stated that there were 124 written submissions provided by the public to Commission III. “Furthermore, during the deliberation after 25 May, we conducted 12 RDPU sessions to receive input from the public, 6 legal experts, 2 public health experts, and 3 student groups. The legal experts were not 6 but 16, and there were 124 written submissions. Eventually, after intensive deliberation, the Working Committee completed its task,” said Habiburokhman.
