Habiburokhman: Polri Need Not Worry About Rogue Elements, Institutional Response is Key
JAKARTA, KOMPAS.com - Chairman of DPR Commission III, Habiburokhman, has asked the Polri institution not to worry about the existence of rogue elements who commit violations.
According to him, the most important thing is how the institution responds to handling those violations.
“There are our colleagues who are rogue elements committing violations, I said to the Polri top officials ‘don’t worry about the rogue elements’. Every institution surely has rogue elements, right? Surely there are those who violate,” said Habiburokhman, at the S1 Student Seminar of STIK Lemdiklat Polri, on Monday (13/4/2026).
“The most important thing is how the institution responds to the rogue elements,” he continued.
However, public trust is determined by the firmness and openness of the institution in addressing violations.
He even stated that Polri is one of the institutions that shows the best response in handling internal violations.
“I must say that Polri is an institution that provides the best response to violations committed by its rogue elements. Let’s give a round of applause first to the Polri institution,” he said, accompanied by applause from the audience.
Habiburokhman also emphasised the importance of openness as a key to maintaining legitimacy in the eyes of the public.
He assessed that transparency can help the public understand that violations are committed by individuals, not the institution as a whole.
“It’s important that we want to be open or be forced to be open, right? Because openness is one of our methods to channel that the one committing the violation is a rogue element, not the institution,” he said.
He added that the DPR through Commission III continues to encourage an open oversight process, including through general public opinion hearing meetings (RDPU) regarding alleged violations by law enforcement apparatus.
