Gus Ipul's Directives at the ASN Work Culture Transformation Roll Call at the Ministry of Social Affairs

Social Affairs Minister of the Republic of Indonesia, Saifullah Yusuf (Gus Ipul), delivered seven strategic directives regarding the Transformation of Work Culture for Civil Servants (ASN) during the ASN Guidance Roll Call within the Ministry of Social Affairs environment, held on the ministry’s office grounds in Central Jakarta.

Accompanied by Deputy Social Affairs Minister Agus Jabo Priyono, Gus Ipul emphasised that these directives are intended to strengthen discipline, efficiency, integrity, and public services within the ministry.

The first directive: Gus Ipul requested that all employees be more selective in choosing and granting official travel permissions, adhering to principles of propriety. He also highlighted ongoing delays in reporting, including travel reports.

“Sometimes the reporting is late. Even the important ones are still late,” said Gus Ipul in a written statement on Wednesday (22/4/2026).

“I was informed by the Financial Audit Board (BPK), one of their findings is that many official travels are reported late,” he added.

Second, the Ministry of Social Affairs is optimising the implementation of meetings and official activities online. This step is taken to improve work efficiency without reducing the quality of services to the public.

“Of course, services related to the public will continue to be optimised,” stated Gus Ipul.

Third, the Ministry of Social Affairs is preparing a policy to limit the use of motor vehicles and prioritise public transport or electric vehicles.

According to Gus Ipul, this policy is planned to be implemented on one specific day per week as an example for ASN in supporting environmentally friendly and energy-efficient transportation.

“One day using public transport, electric cars or electric motorbikes. Or bicycles,” said Gus Ipul.

“Or walking. That’s healthy too,” he added.

Fourth, Gus Ipul reminded the importance of using energy wisely in the work environment, including electricity, water, gas, and other facilities.

Employees are urged to be more mindful of office facility usage to avoid waste.

“Sometimes we feel like we don’t pay for it, so we use the AC as we please from morning to night, and when leaving overtime, we forget to turn it off. So use energy wisely (namely) water, electricity, and gas,” said Gus Ipul.

Fifth, Gus Ipul emphasised the prohibition on meetings with vendors outside the applicable procurement mechanisms. He also reminded all ranks not to accept anything outside official procedures to maintain integrity.

This step, he said, is part of the Ministry of Social Affairs’ efforts to realise clean and corruption-free governance.

The sixth directive: Gus Ipul requested tightening security for the office, meeting rooms, and employee identities.

“Through security, we tighten it, don’t let many people use Ministry of Social Affairs ID cards who are actually not our employees. Entering here and inside,” said Gus Ipul.

Seventh, all unit work leaders are asked to be responsible for the discipline and performance of employees in their respective work environments.

At the end of the roll call, Gus Ipul invited all employees to realise the Indonesia Asri Movement (safe, healthy, clean, and beautiful).

“Let us realise the Indonesia Asri Movement from our office as directed by President Prabowo Subianto. Let’s make our office asri,” said Gus Ipul.

“Maintain (the cleanliness of) our toilets, our gardens, and maintain cleanliness in our respective rooms,” he added.

For information, the roll call was also attended by Secretary General of the Ministry of Social Affairs Robben Rico; Director General of Social Rehabilitation Supomo; Director General of Protection and Social Security Agus Zainal Arifin; Director General of Social Empowerment Mira Riyati Kurniasih; all high-ranking officials as well as thousands of Ministry of Social Affairs employees.
