Gus Ipul Ensures Transparent Process for Procuring People's School Shoes
In his presentation at the Government Press Conference in the Auditorium of Bakom RI, Gus Ipul emphasised that no party, including themselves, can intervene in any stage of the procurement process. “This process cannot be interfered with by anyone, including by us ourselves,” stated Gus Ipul during his remarks on Wednesday (6/5/2026). Gus Ipul explained that the process begins with setting the budget ceiling at Rp700,000 per unit as the maximum requirement for students’ shoes in People’s Schools. This determination was prepared through planning that considers the number of students, volume of needs, distribution locations, standard prices, benchmarking to Taruna Nusantara and SMA CT Arsa, as well as price checks via e-catalogue. The next stage is the preparation of the Estimated Own Price (HPS) at Rp647,000. This value was determined based on market surveys through e-catalogue, e-commerce, retail markets, and input from experts. After that, the process proceeds to selecting providers through competitive mechanisms such as e-purchasing and tender. This stage includes administrative, technical, price, and qualification evaluations, as well as clarification and negotiation processes. From the entire series, the auction result price for boot shoes was obtained at Rp576,577 per unit. Gus Ipul emphasised that the entire procurement process is under multi-layered supervision, both internal and external, including the Inspectorate General, LKPP, BPKP, and law enforcement apparatus. He also conveyed the government’s openness to supervision by the Corruption Eradication Commission (KPK). “We are open to coordinating with the KPK, Prosecutor’s Office, and Police,” he asserted. Furthermore, Gus Ipul outlined the realisation results of the procurement, all of which are below the budget ceiling, thus achieving efficiency. Students’ PDL shoes were realised at Rp640,000 from a ceiling of Rp700,000, PDH for junior and senior high school at Rp610,000, and PDH for elementary school at Rp590,000. For daily shoes, elementary school was realised at Rp250,000 from a ceiling of Rp500,000, while junior and senior high school at Rp300,000 from Rp500,000. Sports shoes for students and teachers were Rp447,000 each from Rp500,000, and teachers’ PDH shoes at Rp625,000 from Rp700,000. “In line with the President’s directive that there should be no more deviant practices or ‘tampering’ with the budget. If there is a violation, we will be the first party to report it. This process ensures that the procurement of goods and services runs cleanly,” he concluded.
