Gunungkidul District Government States On The Rock Has Not Yet Obtained Environmental Permit
The Gunungkidul District Environmental Services Department (DLH) stated that it has not yet received an environmental permit related to the presence of On The Rock at Drini Beach, Gunungkidul. The District Investment and One-Stop Integrated Services Office (DPMPTSP) stated that On The Rock is currently undergoing the spatial planning compliance permitting process.
“There is no environmental approval yet, because to process that one must first process other permits,” said Anna Prihatini Dyah Perwitasari, Head of the Arrangement and Enhancement Division for Environmental Protection and Management (P4LH) at DLH Gunungkidul, when contacted by journalists on Friday (13 March 2026).
Anna continued that after processing permits related to spatial planning, the process would then move to environmental permitting. According to her, DPMPTSP Gunungkidul has greater knowledge of this procedure.
“If applying for permits, what they look like and what the requirements are, that authority falls under DPMPTSP,” she said.
The Head of DPMPTSP Gunungkidul, M. Arif Aldian, explained that the licensing process requires the fulfilment of basic requirements. The first concerns spatial planning compliance permitting, environmental permitting and building permitting.
“After that it comes to us as the final step. Well, for On The Rock it is still undergoing the spatial planning compliance permitting process,” he said.
Furthermore, in the environmental approval stage, the spatial planning compliance permit documentation must be completed first. Then, according to Arif, it proceeds to building permitting.
“Because the permitting process is still ongoing, the Civil Service Police have already issued a warning regarding this matter,” he said.
Meanwhile, the Head of the Land and Spatial Planning Service of Gunungkidul, Fajar Ridwan, said the spatial planning compliance permitting for On The Rock is still being processed. According to him, it is currently awaiting technical approval from the National Land Agency (BPN) Gunungkidul.
“The BPN technical approval process is underway,” he said briefly.
The On The Rock public relations office declined to comment further on the matter. They will first communicate with the On The Rock management.
“That matter is not within my scope, and we can submit it to management first,” they said.
