Guidelines set for Repelita VI
JAKARTA (JP): The government decided yesterday that the annual
targets of the current sixth Five Year Plan will provide the
basic guidelines for the planning of development projects.
Information Minister Harmoko told reporters after a limited
cabinet meeting on the coordination of development supervision
yesterday that only development projects which were linked with
or supported the annual targets of the Plan could be proposed to
the National Development Planning Agency (Bappenas).
"Using the annual targets as the basic guidelines for
development projects will improve the supervision of development
operations as the supervision can be carried out from the
planning process down," Harmoko said.
Establishing the annual targets of the development plan would
not only facilitate supervision activities, but would also ensure
that the development projects were carried out according to the
existing plans, the information minister added.
Harmoko said the meeting had concluded that development
supervision during the 1994/1995 fiscal year, which ends on March
31, had improved in terms of both quality and quantity.
Public participation in the development process had also
improved, the minister said, citing an increase in the number of
complaint letters sent to Post Office Box 5000, which was
installed at the Vice President's office to receive public
complaints, particularly in relation to corruption.
The post office box has received at least 108,259 letters, or
an average of 50 letters per day, since it was opened on 15 April
1988, he said. He added that all of the letters were passed on to
related government offices.
The minister, however, said that around 43 percent of the
letters contained false information and only 31 percent were
true, while the information contained in the remainder was still
being assessed. (hen)
