One of them is the presence of firefighting personnel who work within minutes when panic is reaching its peak.

The siren heard cutting through the streets is often understood merely as a sign of fire. Yet, behind that sound lies a far more complex system. Today’s firefighting personnel no longer just extinguish fires, but also evacuate accident victims, perform rescues in high-rise buildings, handle medical emergencies, and conduct search and rescue operations in waterways.

This shift in role is clearly visible in Surabaya. Indonesia’s second-largest city continues to develop with the growth of residential areas, high-rise buildings, trade centres, and increasingly complex urban infrastructure.

The risks of emergencies have changed accordingly. Fire is no longer the sole threat. Floods, workplace accidents, incidents in confined spaces, and emergencies requiring specialised rescue have become new challenges that field officers must face.

Therefore, the greatest investment in firefighting services is not solely in fleets and equipment, but in the quality of the human resources operating them.

The Surabaya City Government’s move, through the Fire and Rescue Service (DPKP), to hold Firefighter (FF) Level 2 training for selected personnel indicates an interesting policy direction. The focus is not merely on increasing the number of officers, but on strengthening the competence of field leaders who become the first decision-makers when an emergency occurs.

Decisions made in a matter of seconds often determine the safety of both victims and the officers themselves. In this context, competency certification becomes increasingly important as it provides a measurable and accountable standard of ability.
