Jakarta, CNBC Indonesia - Several netizens have raised concerns about the game ratings displayed on the Steam platform not aligning with their intended purpose. The Ministry of Communication and Digital (Komdigi) has responded to the matter.

According to the ministry, the Indonesia Game Rating System (IGRS) ratings on several games on the platform are not official classifications.

From monitoring results, Sonny Hendra Sudaryana, Director of Digital Ecosystem Development at the Directorate General of Digital Ecosystem, stated that the ratings on Steam originate from an internal self-declaration mechanism. They have not undergone official verification processes in accordance with existing Indonesian regulations.

“The circulating ratings are not the result of official IGRS classifications. This has the potential to cause public misunderstanding, especially regarding the age suitability of a game,” said Sonny, quoted from an official statement on Monday (6/4/2026).

Komdigi added that it has found indications of the use of IGRS labels on Steam without official verification. Thus, it does not reflect valid classification results.

The ministry also stated that it will request official clarification from Steam. This is to further discuss ensuring compliance with national regulations.

“We ask the platform to ensure that all information displayed to the public is accurate and accountable. This is not just about compliance, but also responsibility in protecting users, especially children,” he emphasised.

If violations are found, the ministry will follow up in accordance with applicable provisions. The public is also urged to refer to official information via the IGRS website and official Komdigi channels.

Games with Problematic Ratings

Several netizens have raised issues with the ratings of several games on Steam that do not match IGRS. Citing the Instagram account Ecommurz, games such as Cyberpunk 2077, Persona 5 Royal, Grand Theft Auto V, and Papers, Please are said to be Unfit for Distribution or unsuitable for distribution.

In an official release published on Steam Community last March, Steam explained that Indonesia has been added to the list of countries requiring age ratings for games to be sold to local customers.

Steam stated that it is working with the Indonesian government to update its built-in rating system.

CNBC Indonesia monitoring shows that those games no longer use IGRS. Instead, they have been replaced with PEGI or Pan European Game Information ratings, which are standards for games applicable in several European countries.

For example, Cyberpunk 2077 uses a PEGI 18 rating and Persona 5 Royal a 16 rating. There is no explanation for this replacement.
