Growth Accelerates as Bandung Regency Prepares Tegalluar to Become a District
The Bandung Regency Government, West Java, is finalising strategic steps to structure territorial governance and accelerate economic growth in the eastern region. A major breakthrough prepared is the formation of Tegalluar District, projected to become a new economic growth hub based on modern transport.
Regent Dadang Supriatna explained that the formation of Tegalluar District is not merely an administrative boundary expansion. The 3,600-hectare area is being prepared to become an integration point for five surrounding districts.
‘Tegalluar District is projected to become a new centre of economic growth, especially with the presence of the KCIC station (Kereta Cepat Indonesia–China). This is a cross-sector collaboration step to capture these strategic opportunities,’ Dadang said in Bandung on Wednesday (4/3).
In addition to focusing on economic development in Tegalluar, he stressed the urgency of accelerating desa expansion. Currently, the population per desa in Bandung Regency stands at 13,323 people.
That figure has already reached 2.3 times the regulatory minimum. The move is taken to meet the West Java Provincial Government’s target of an ideal service ratio of 10,000 residents per desa.
At least 70 desa have agreed to the musyawarah desa (musdes) results to be processed for expansion. ‘This effort needs to be accelerated so public services are more optimal and the population ratio is not too saturated in one desa,’ he added.
Meanwhile, the Bandung Regency Government is also examining the transformation of several desa into kelurahan, especially for areas with urban economic characteristics, such as Desa Margaasih. Although there are aspirational dynamics at the local level, Dadang assured that the policy remains anchored in thorough technical studies.
This is closely related to regulatory adjustments due in 2027. ‘This transformation aims to make the government organisational structure more efficient and professional, especially to anticipate a 30% staff expenditure obligation in 2027,’ he said.
Regarding bottom-tier administrative leadership, the Bandung Regency Government is also preparing for a By-Election of Village Head (PAW) in 10 desa from 2 to 25 April 2026. Based on permission from the Ministry of Home Affairs, the inauguration of elected village heads is targeted to be completed by early May, with tight security from Satpol PP and Kesbangpol.
Dadang assures that all territorial planning processes, both the formation of new districts and desa expansion, will go through strict audits by the Inspectorate. ‘All processes are guaranteed to be transparent to ensure legality and legal certainty for the community,’ he said.
