Gresik Unveils AI-based Digital Legal Services Ecosystem, Maintains Top JDIH Award
Info Tempo – The Gresik Regency Government has taken a new leap by developing an AI-based digital legal services ecosystem within the JDIH Gresik portal. Thanks to this innovation, Gresik Regency has won the JDIH management award from East Java Governor Khofifah Indar Parawansa in a series of events marking National Awakening Day 2026 at Grahadi State Building on Wednesday, 20 May 2026.
In the event, the Gresik Regency Government won the Best II award in the Local Government category. Meanwhile, the Gresik Regency DPRD also achieved recognition, winning the Best I award in the DPRD Kabupaten/Kota category. The award to the Gresik Regency Government was accepted by the Regional Secretary Achmad Washil Miftahul Rachman on behalf of the Regent.
This achievement marks Gresik’s consistency in building legal services that are not only administratively orderly but also relevant to community needs and technological developments. The award underscores that the district is among those with the best digital legal services governance in East Java.
“This award is not the end, but a reminder that legal service must continue to evolve in line with community needs and technological progress,” said Achmad Washil Miftahul Rachman.
He said the award provides motivation to consistently deliver legal services that are easier for the public to access. “We want JDIH to truly be a public service space that is open, inclusive, and accessible to everyone,” he added.
Different from previous years, the transformation of JDIH Gresik now goes further than being a centre for legal products documentation. Through the innovation titled JDIH LexPedia, the public can access legal consultation services, search for regulations, and obtain article-by-article explanations of criminal provisions directly from their mobile phones.
One of the main features in LexPedia is LexA-Gresik, an AI-based legal assistant integrated with WhatsApp. The feature emerged from the reality that people are more accustomed to using chat apps than opening long and stiff legal documents.
Now residents simply type a simple question via WhatsApp to search for information on regional regulations, regent’s regulations, and other policies in Gresik Regency. The system will search the local legal product database and provide relevant answers in a more easily understandable language.
This approach makes legal services more accessible to the public, from village heads, micro- and small enterprises, students, to ordinary residents seeking regulatory certainty without having to visit government offices.
JDIH LexPedia does not stop at public service; it also features Policy Brief AI, a tool to assist in drafting regional policy formulations using AI. This feature is designed to help government devices (units) compile policy analyses more quickly, systematically, and based on credible regulations.
Through this feature, government officials can obtain an initial draft policy brief with problem identification, legal basis, and policy recommendations. The innovation simultaneously strengthens the Gresik Regency government reform agenda towards data-driven, adaptive governance.
Achmad Washil said innovations in JDIH LexPedia are also part of the effort to strengthen bureaucratic reform and government transparency in Gresik. “JDIH today is no longer just a repository of regulations. We want JDIH to be a knowledge hub and a tool to support more modern, responsive policy-making,” he said.
Another feature launched is KUHP-Assistance, an AI assistant designed to help the public understand the new Criminal Code. Users can search for specific articles, request simple explanations, or read legal annotations to understand the context of a criminal provision.
The presence of this feature is important given that many people still do not understand changes in the new KUHP. Even officials and village assistants require practical explanations related to the implementation of the new articles.
Additionally, JDIH Gresik opened Ruang Partisipasi, a digital channel for the public to offer input on draft regional regulations before they are enacted. This channel is an effort to broaden public participation in the process of shaping local regulations.
With this approach, the public is no longer positioned merely as recipients of policy but as participants in its formation. All services within the LexPedia JDIH ecosystem can be accessed free of charge via JDIH Gresik without needing to create an account.
