Gresik Civil Servant Named New Suspect in Fake Appointment Decree Scandal

The Criminal Investigation Unit of the Gresik Police Resort in East Java has named a civil servant with the initials AG as a new suspect in a civil servant (PNS) recruitment scam involving fake ASN appointment letters.

AG is an employee at the Community Empowerment Agency (PMD) of the Gresik Regency Government.

Head of the Cyber and Financial Crimes Unit at Gresik Police, Ipda Komang Haditya Prabu, confirmed the naming of AG as a suspect. The designation follows the earlier naming of Antoni (46), described as the main actor in the case.

“It is true that AG was named a suspect on 29 June 2026 through a case review conducted by investigators,” Komang told reporters on Friday (10 July).

Komang said AG is suspected of deliberately providing opportunity, means, information and assistance to suspect Antoni in carrying out the fraud disguised as PPPK (contract-based civil servant) recruitment.

“The victims initially did not know Antoni and only met him after being introduced by AG’s relative,” he said.

According to Komang, AG facilitated meetings between the victims and Antoni. In those meetings, Antoni offered fast-track PPPK and CPNS recruitment in exchange for payment of sums of money.

“Based on Antoni’s testimony, part of the proceeds from the scam was also enjoyed by suspect AG in the form of fees or profit-sharing in varying amounts. However, investigators are still looking into this,” he said.

For his actions, AG has been charged under the article on aiding and abetting criminal acts as stipulated in Article 21 paragraph (1) letters a and/or b of Law Number 1 of 2023 concerning the Criminal Code.

The case came to light after a woman with the initials SE arrived at the Gresik Regency Government’s Protocol and Communications office wearing a uniform and carrying a fake assignment letter as a public relations officer, on Monday (6 April). SE had shaken hands with employees at the office before it was discovered that the appointment letter she carried was forged.

SE was then taken to the Gresik Personnel and Human Resources Development Agency (BKPSDM). From there, it was revealed that nine people had fallen victim to the PNS recruitment scam within the Gresik Regency Government using the same forged letter method. The Gresik Regency Government subsequently reported the case to the Gresik Police Resort on Friday (10 April).
