Gresik Civil Servant Named New Suspect in Fake Appointment Decree Scandal

The Gresik Police Criminal Investigation Unit has named a state civil apparatus (ASN) with the initials AG as a new suspect in a fraud case involving fake civil servant recruitment decrees. AG is an employee at the Gresik Regency Community Empowerment Service. Kanit Tipidter of the Gresik Police, Ipda Komang Haditya, confirmed AG’s designation as a suspect, which follows the earlier naming of Antoni (46) as the main actor in the case. AG was named a suspect on 29 June 2026 following a case review by investigators. Police suspect AG deliberately provided opportunities, facilities, information, and assistance to Antoni in carrying out the fraud under the guise of managing Government Employee with Work Agreement (PPPK) recruitment. The victims initially did not know Antoni and were introduced to him by AG. AG’s role was to facilitate meetings between the victims and Antoni, during which Antoni offered fast-track PPPK and civil servant candidate (CPNS) admissions in exchange for payment. According to Antoni’s statement, AG also received a portion of the proceeds from the fraud in the form of varying fees or profit shares, though investigators are still probing this further. AG has been charged under the accessory liability provisions of Article 21 paragraph (1) letter a and/or letter b of Law Number 1 of 2023 concerning the Criminal Code. The case came to light after a woman with the initials SE visited the Gresik Regional Secretariat’s Protocol and Communication office wearing a uniform and carrying a public relations assignment decree. She shook hands with employees before it was discovered that her decree was fake. SE was subsequently taken to the Gresik Personnel and Human Resources Development Agency, where it was revealed that nine people had fallen victim to the civil servant recruitment scam using similar fake decrees. The Gresik Regency Government reported the case to the police on 10 April.
