When the greening movement was intensified, the community
placed potted trees at the sides of almost every road in the
city. But it seems these hard efforts were all for nothing
because most of the trees are dying out, and it has not been that
long since they were planted. Also many of the pots are broken.

Lack of care is responsible for this failure. Who is to blame
in this case?

It is tragic that the national greening movement has not been
completely successful.
