Banda Aceh (ANTARA) - Aceh Governor Muzakir Manaf, or Mualem, has requested that Aceh’s special autonomy funds (Otsus) be increased to 2.5 percent if they are extended following the approval of the revision to Law No. 11 of 2006 on Aceh Governance (UUPA) by the DPR RI.

“I believe the draft revision (of UUPA) is already complete, with just an addition of two percent. But it would be more effective, more perfect, if the Otsus were increased to 2.5 percent (from the national DAU),” said Mualem in Banda Aceh on Thursday.

The statement was made by Mualem during a hearing meeting with the DPR RI’s Legislation Body regarding changes to the UUPA, at the Anjong Mon Mata Meuligoe Office of the Aceh Governor in Banda Aceh.

A total of 31 members of the DPR RI’s Legislation Body, led by Deputy Chairman Ahmad Doli Kurnia, visited Aceh to hear opinions from the Aceh government and other stakeholders regarding the planned changes to the UUPA.

In addition to the increase, Mualem also requested that the discussion and approval process for the UUPA revision be completed before Independence Day or before President Prabowo delivers the state address in August 2026.

“Hopefully before August, before the President delivers it (the state address), at least completed 100 percent by June or at the latest July,” he said.

He hopes that if the extension of the special autonomy funds is realised, whether at 2 or 2.5 percent, the reconstruction process in this recently disaster-stricken region can be carried out more quickly.

He emphasised that if the extension of the special autonomy funds is not realised in the UUPA revision, Aceh will increasingly lag behind other provinces.

“With respect to the DPR RI’s Legislation Body, so that this matter (Otsus) can be realised, we hope for Otsus at 2.5 percent,” said Mualem.

Currently, the DPR RI’s Legislation Body is discussing the UUPA revision, and one of the main points being changed is the extension of the Otsus funds, which are set to end in 2027.

In the document, the Aceh government proposes increasing the Otsus funds to 2.5 percent of the national General Allocation Fund (DAU) and without a specific time limit as before.
