Governor Pramono Opens Path for PT MIKO's SJUT Project to Continue

Jakarta Governor Pramono Anung has assured that the development of the Integrated Utility Network System (SJUT) or Underground Ducting System will be a key priority in the capital’s infrastructure development. The underground utility arrangement is considered essential to support a more orderly, modern, and safe Jakarta. During a meeting with the Board of Commissioners and Directors of PT Modular Inti Konstrindo (MIKO) alongside the Special Staff of the Ministry of Investment and Downstreaming/BKPM, Didi Apriadi, at City Hall on Friday, Pramono assessed that the need for an integrated utility network in Jakarta remains substantial and must be accelerated. He acknowledged that the current provision of SJUT facilities in Jakarta is still far from adequate and needs improvement, stressing that implementation must comply with established regulations and legal frameworks. The Provincial Government of DKI Jakarta welcomes investor involvement in SJUT development as long as it adheres to applicable rules and provides legal certainty for all parties. Consequently, the cooperation with PT MIKO, which began in 2022 but was halted in 2023, can be resumed. However, all cooperation mechanisms must be harmonised with the latest regulations to ensure a stronger legal basis. The previously agreed 17-year Build Operate Transfer (BOT) scheme remains possible, but its execution must refer to the new Gubernatorial Regulation enacted in December 2025, which will become effective in July 2026. The Governor noted that the previous agreement with PT MIKO had legal weaknesses and lacked protection, necessitating adjustments to the new gubernatorial regulation or regional bylaw. He affirmed his agreement in principle to continue the project and instructed that communication be carried out with the appointed regional-owned enterprise partner, Jakpro. Special Staff of the Ministry of Investment and Downstreaming, Didi Apriadi, appreciated the leadership of Pramono Anung and Vice Governor Rano Karno, stating that a conducive government climate is crucial for investment growth. He emphasised that the ministry is keen to safeguard investment certainty, particularly for the SJUT project, which is financed entirely through private investment without using regional budget funds. PT MIKO representative Ediwan Prabowo expressed the company’s commitment to comply with all Provincial Government policies, including adjustments to new regulations in partnership with Jakarta Infrastruktur Propertindo (JIP). He stated that as a national investment company involved in the construction of 24 kilometres of SJUT, the company fully adheres to the Governor’s directives. The meeting was also attended by the Regional Secretary of DKI Jakarta, the President Director of PT Jakarta Propertindo, and other relevant officials, and concluded with an exchange of mementos.
