Governor Pramono Asks PT MIKO to Continue SJUT Project Under New Regulations

Jakarta Governor Pramono Anung has affirmed that organising underground cables through the Integrated Utility Network System (SJUT) or Underground Ducting System programme will be a primary focus of the city’s development going forward. To realise Jakarta as a collaborative and strategic city, structured improvements to supporting infrastructure are absolutely necessary. “It must be acknowledged that the provision of integrated utility network facilities for Jakarta is still far from adequate and must be improved. Its implementation must also follow the provisions and comply with the established legal umbrella regulations,” said Pramono Anung when welcoming the board of directors of PT Modular Inti Konstrindo (MIKO) along with the Special Staff of the Ministry of Investment and Downstreaming/BKPM, Didi Apriadi, at the City Hall Pendopo, Jakarta, on Friday, 26 June 2026. The former Cabinet Secretary stated that the Jakarta Provincial Government is very open to cooperation in building a neat, safe, and sustainable SJUT. Therefore, he agreed that the partnership with PT MIKO—which had stalled in 2023 after starting in 2022—be revived, with the condition that it must align itself with the applicable legal umbrella for legal protection. Pramono added that the 17-year Build Operate Transfer (BOT) agreement for the SJUT construction with PT MIKO can still proceed. However, the regulations must be adjusted to the latest Governor Regulation (Pergub) signed in December 2025 and ready for implementation starting July 2026. “Frankly, the previous MIKO agreement had weaknesses regarding the legal umbrella and was unprotected, so adjustments to the new Pergub or regional regulation are needed. But in principle, we agree to continue it, and the need for this adjustment is so that PT MIKO is not disadvantaged. So please communicate again with the working partner we have directly appointed, the regional-owned enterprise Jakpro,” the Governor stated firmly. At the beginning of the meeting, Special Staff of the Ministry of Investment and Downstreaming/BKPM, Didi Apriadi, praised the running of the DKI Jakarta government under the leadership duo of Pramono Anung and Rano Karno. Their leadership was deemed successful in strengthening Jakarta’s position as a conducive strategic city without turbulent dynamics. “However, according to our domain’s main tasks and functions, Mr Governor, we must support a friendly investment climate and ensure the economic ecosystem runs well. Regarding the SJUT Development Cooperation with PT MIKO, which does not use the regional budget and is purely investment, we certainly hope for a solution-oriented policy, considering the tens of billions of investment that has already been made, so that it aligns with the factual conditions on the ground,” said Didi. Responding to this, Ediwan Prabowo, representing the Commissioners and Directors of PT MIKO, expressed full readiness to comply with the Governor’s instructions regarding the continuation of the Cooperation Agreement between his company and Jakarta Infrastruktur Propertindo (JIP). “As a national investment company that has accompanied the SJUT development along 24 kilometres, in principle we follow the Governor’s direction. Including the need to adjust to the regional regulation and the new Pergub to partner with the appointed party. Thank you for the direction and your time, Mr Governor,” Ediwan stated. During the audience, Governor Pramono Anung was accompanied by DKI Jakarta Regional Secretary Uus Kuswanto, President Director of PT Jakarta Propertindo (Jakpro) Iwan Takwin, and several relevant agency heads within the DKI Provincial Government. The meeting session concluded with an exchange of mementoes. The board of commissioners and directors of PT MIKO presented a unique caricature frame depicting Pramono Anung riding a bicycle with Rano Karno. In return, Governor Pramono handed over a miniature of the Monas monument as an icon of Jakarta to the Special Staff of the Ministry of Investment and Downstreaming/BKPM, Didi Apriadi.
