Governor Melki Laka Lena of East Nusa Tenggara (NTT) has reshuffled the state-owned enterprise (BUMD) leadership by appointing new commissioners and directors for PT Flobamor (Perseroda), PT Kawasan Industri Bolok (KIB) (Perseroda), and the Compliance Director of Bank NTT. He also stressed that there will be no more capital injections without a measurable business plan.

The appointments cover terms from 2026 to 2030 and 2026 to 2031 as part of a management refresh to boost regional economic growth.

At PT KIB, Fredrik Benu and Daniel Tonu were appointed as Independent Commissioners. Rusyanto Nehemia Constatin Hiskia takes the role of President Director, while Kretisana Jagi serves as Financial and Operational Director.

Meanwhile, at PT Flobamor, Samuel Halundaka and Sonny Supersemar Pellokila were appointed as Independent Commissioners. Dominggus Elcid Li has been entrusted as President Director.

Other directorial appointments include Maxi Julians Rihi Dara as Candidate Financial and Operational Director, Leonardo Adiyanto Waleng as Director of People’s Economic Development, Fransiskus Kasmir Nuryadin Bata as Director of Procurement of Goods and Services, and Yose Rizal as Director of Business Development.

At Bank NTT, Christofel Adoe was removed from the Compliance Director position under Governor’s Decree No. 817/KEP/HK/2026. The role has been filled by Revi Silawati via Decree No. 179/KEP/HK/2026 for the term May 2026 to May 2031.

BUMD Capital No Longer ‘Blank Cheques’

Following the appointments, Laka Lena stressed that capital injections into BUMDs will no longer be provided without clear work programmes.

“They will receive capital injections only after their business plans are approved. Both we and the NTT Regional House of Representatives will listen to all to ensure objectivity,” Laka Lena stated.

He said the capital injection scheme must now be detailed and measurable.

“Capital injections are no longer like the old days where we give them freely. If PT Flobamor receives Rp 12 billion, for example, we need to know exactly what the programme is. The same goes for KIB Bolok—we will check each BUMD,” he explained.

“Every capital injection must be accompanied by measurable work programmes from each regional company,” added the Golkar politician.

Laka Lena also mentioned that the process for one Bank NTT commissioner candidate is still ongoing at OJK.

“The other commissioner, Mrs Rita Wuisan, is also being processed by OJK,” he said.

New Bank NTT Director Ready to Oversee Compliance

Separately, newly appointed Bank NTT Compliance Director Revita Silawati stated she is ready to oversee governance and risk management in line with the bank’s business plan.

“As per my duties as Compliance Director, compliance and risk management will act as a business partner for Bank NTT. In line with the business plan, I will ensure that funding and lending targets align with governance and risk management implementation,” said Revita.

“So that Bank NTT can grow according to its vision of becoming a healthy, strong, and trusted bank while adhering to regulatory guidelines—that is my target,” she said.

Revita Silawati is a representative from Bank Jatim currently serving at Bank NTT.
