Governor Khofifah Issues WFH Directive for East Java Provincial Civil Servants

Governor of East Java (Jatim) Khofifah Indar Parawansa has issued a circular (SE) on the implementation of the work-from-home (WFH) system for Civil Servants (ASN) within the East Java Provincial Government, dated 28 March 2026.

Head of the East Java Provincial Personnel Agency (BKD) Indah Wahyuni in Surabaya on Friday (27/3) stated that the ASN WFH circular regulation will apply starting from April for all ASN within the East Java Provincial Government.

“This is purely to save on fuel oil (BBM) and electricity within the East Java Provincial Government,” she said.

The circular specifies that out of five working days, one day will be WFH, namely Wednesday. If implemented, it is expected to save BBM by up to 20 per cent or around 108,000 litres of BBM.

Meanwhile, electricity savings could reach 10-15 per cent. This will target at least 81,700 ASN within the East Java Provincial Government. “This circular is very effective for efficiently managing BBM and electricity,” she said.

The East Java Provincial Government chose Wednesday for the WFH programme; if placed on another day such as Friday, it is feared it would create a long holiday period from Friday to Sunday, which is deemed ineffective for public services.

Although WFH is implemented, it does not mean ASN are on holiday. They still carry out their functions as ASN by working from home with the digital system already implemented by the East Java Provincial Government.

Furthermore, she emphasised that ASN must still perform attendance using the Jatim Presensi application. They are required to log in with their respective locations. “This means they still carry out their functions as ASN and are not on holiday,” she said.

Attendance is conducted three times with supervision by respective superiors. Each ASN’s presence will be checked according to the attendance logged.
