Governor KDM Inaugurates Legok Nangka Waste-to-Energy Plant: Concrete Proof of West Java's Waste Management Efforts
The Governor of West Java, Dedi Mulyable, alongside the Deputy Minister of Energy and Mineral Resources, Yuliot Tanjung, laid the foundation stone for the Waste-to-Energy (PSEL) project at the Legok Nangka Regional Waste Treatment and Final Disposal Site (TPPAS) in Bandung Regency on Wednesday (29/07/2026). This move marks a new milestone for West Java in providing modern and sustainable waste management solutions.
According to Governor Dedi Mulyadi, the construction of the Legok Nangka PSEL is a manifestation of the West Java Provincial Government’s commitment to resolving waste issues, particularly in the Greater Bandung agglomeration area. He emphasised that the province aims to transform waste from a burden into a valuable resource that provides added value through clean energy, while simultaneously improving the environmental quality for the people of West Java.
The Legok Nangka Regional TPPAS is designed with a processing capacity of approximately 2,131 tonnes of waste per day. This facility will serve six regions in West Java: Bandung City, Bandung Regency, Cimahi City, West Bandung Regency, Garut Regency, and Sumedang Regency. Through the use of waste-to-energy technology, this strategic project is expected to significantly reduce waste volume and produce environmentally friendly electricity to contribute to the national energy mix.
Accompanying the groundbreaking was the signing of a Memorandum of Understanding (MoU) for the development of Waste-to-Energy in West Java, a project receiving full support from the Central Government. Deputy Minister of Energy and Mineral Resources, Yuliot Tanjung, praised the breakthrough by the West Java Provincial Government, noting that the project will create a wide multiplier effect, ranging from clean energy provision and job creation to regional economic growth and emission reduction. He expressed hope that this project would serve as a national model for waste-to-energy development in Indonesia.
The commencement of the Legok Nangka PSEL construction is also supported by strong collaboration between the government and business entities, including investment guarantee support from PT Penjaminan Infrastruktur Indonesia (Persero), or PT PII, a Special Mission Vehicle of the Ministry of Finance. PT PII provided government guarantees through the Public-Private Partnership (PPP/KPBU) scheme for the Legok Nangka Regional TPPAS in April 2026, involving PT Jabar Environmental Solutions (JES) as the Implementing Business Entity and the West Java Provincial Government as the Project Authority.
Acting President Director of PT PII, Andre Permana, explained that the guarantee aims to enhance the project’s bankability and ensure a proportional allocation of risks so that the project can proceed smoothly and sustainably. He noted that the groundbreaking of Legok Nangka PSEL is a significant milestone in the development of PPP-based waste infrastructure in Indonesia, serving as a model for green infrastructure development.
