Governor Donny's Full Explanation on the University of the Republic of Indonesia
President Prabowo Subianto has formed a new educational institution that integrates the management of elite schools, universities, and human resource development for ministries, agencies, and state-owned enterprises (BUMN). The institution is named the University of the Republic of Indonesia (URI) and the National Education Management Agency (BPPK). It is led by the governor and deputy governor of URI, who were recently inaugurated by President Prabowo Subianto at the State Palace on Wednesday (22/7/2026).
Following his inauguration, Donny explained that the establishment of the institution is part of Prabowo’s focus on human resource development, particularly in preparing Indonesia’s future leaders. “The President is very concerned about human resources, especially for Indonesia’s future leaders. He wants to consolidate and integrate several existing educational programmes,” Donny said.
Plans are in place to build ten state-owned campuses named the University of the Republic of Indonesia. Additionally, the BPPK will integrate a number of institutions, such as the Garuda Elite Schools, the University of the Republic of Indonesia, and the National Institute of Public Administration (LAN). Donny explained that three institutions will fall under the authority of the BPPK or the Governor of URI: the Elite School Management Agency, the Higher Education Management Agency, and the National Institute of Public Administration.
“This is all related to the education, development, and preparation of future human resources, both for the government and for BUMN,” he said. He elaborated that LAN, which has so far focused on developing the state civil apparatus (ASN), will also receive an expanded mandate. Besides continuing to develop ASN competencies, the institution will also be responsible for preparing talent for BUMN. “If it has so far carried out development specifically for ASN, we will later add BUMN to its remit. So, the preparation of employees for BUMN will also be carried out at the National Institute of Public Administration,” he clarified.
As part of implementing this concept, Donny revealed that the government has launched the President’s Programme for Future Leaders (P3MD). The programme, which was launched about two months ago, is currently developing 399 new BUMN employees to have the leadership character and managerial skills needed to advance Indonesia. According to Donny, the education system being built will be integrated from the secondary school level, through higher education, to the placement of graduates in government and BUMN.
Furthermore, this institutional model adopts practices already implemented in several countries, such as the Ecole Nationale d’Administration (ENA) or the National Institute of Public Service (INSP). Through the BPPK, the government hopes to build a sustainable national talent development ecosystem, ranging from character education and strengthening intellectual capacity to leadership and managerial skills, to produce Indonesia’s future leaders. The URI or BPPK office will be built in the North Bogor area, in Cikasungka, on a PTPN plantation area that is being repurposed. Meanwhile, URI and BPPK will temporarily operate from the BP BUMN office on Jalan Merdeka Selatan.
Donny also stated that URI will synergise with two other ministries in the education sector. “Currently, the management of elite schools and universities is under the Ministry of Higher Education. We will manage it so that the Ministry of Higher Education can also carry out its functions in accordance with the regulations,” Donny said. Donny was not yet able to disclose the budget allocated for this institution. “It is still being prepared, we are still detailing it. For the elite schools, they are already under the Ministry of Higher Education, and the budget for building four elite schools is already allocated. But we are preparing for the end of this year and also for next year,” he concluded.
