Governor Bobby Reports North Sumatra Provincial Government Records Rp521.49 Billion Surplus
Governor of North Sumatra Bobby Nasution has announced that the Provincial Government recorded a budget surplus of Rp521.49 billion for the 2025 fiscal year. “If realised revenue is subtracted from realised expenditure during 2025, there is a surplus of Rp521.49 billion,” Bobby stated in response to media questions regarding the draft regional regulation on the Accountability for the Implementation of the 2025 North Sumatra Regional Budget at the Governor’s Office on Monday.
The Governor explained that realised regional revenue for the 2025 fiscal year reached Rp12.02 trillion, or approximately 95.87 per cent of the Rp12.54 trillion target. This revenue comprised locally generated revenue, central government transfer funds, and other legitimate regional income. Meanwhile, realised regional expenditure for the 2025 fiscal year was recorded at Rp11.50 trillion, or around 92 per cent of the total budgeted expenditure of Rp12.50 trillion. The expenditure was allocated for operational spending, capital spending, unforeseen spending, and transfer spending.
Furthermore, net financing was recorded at Rp10.99 billion, resulting in a Budget Surplus Balance of approximately Rp532.48 billion for the 2025 fiscal year. Bobby noted that the financial report was prepared in accordance with government accounting standards and had been audited by the Representative Office of the National Audit Board in North Sumatra. The audit results were presented during a plenary session of the North Sumatra Regional House of Representatives on 25 June 2026. For the 2025 financial report, the Provincial Government achieved an Unqualified Opinion.
According to the Governor, this achievement is a blessing as it marks the twelfth consecutive Unqualified Opinion received since the financial report for the 2014 fiscal year. He also expressed appreciation to all parties who contributed, including the Regional House of Representatives for optimally carrying out its oversight function. Bobby expressed hope that the highest opinion from the National Audit Board can be maintained through improved compliance with laws and regulations, strengthening of the internal control system, and the preparation of financial reports in accordance with government accounting standards. The Provincial Government remains committed to implementing a financial management system based on the principles, bases, and general guidelines for regional financial planning, implementation, administration, reporting, supervision, and accountability.
