Governor: 41 developers not yet provide public facilities

JAKARTA (JP): Governor Surjadi Soedirdja yesterday called on all real estate developers to abide by the city regulations, including fulfilling their obligation to set aside 20 percent of their developed land for public facilities.

"If they don't want to fulfill their duty of providing public facilities, I ask them to make a living in other areas. There is no place here for developers with bad reputations," Surjadi said.

Surjadi made the remark at City Hall yesterday after receiving members of the House of Representatives from the Jakarta constituency and the Armed Forces (ABRI) faction.

He said at least 41 real estate developers operating in the city, excluding 11 whose permits have been suspended by East Jakarta Mayor Sudarsono for various violations, have not yet built public facilities as required by the city.

The 41 delinquent developers comprise approximately eight in West Jakarta, 12 in South Jakarta, 10 in Central Jakarta and 11 in North Jakarta.

Public facilities which are acceptable under the regulation include environmental roads, sports facilities and street illumination.

Informed sources at the City Hall said the total value of the public facilities that have not been built by real estate developers operating in the city is estimated to reach at least Rp 244 billion (US$116 million).

Touching on the cause of the high number of developers failing to fulfill their public facilities obligations, Surjadi said it is not merely due to a lack of building supervisors from the municipal administration, but rather due to the system.

"When I was appointed governor, I found many jobs still left unfinished and some, had not even been started. And this problem (of delinquent developers) is among them," the governor said, adding that he does not mean to undermine the work of his predecessors.

He noted that most new developers abide by the regulations.

Vice chairman of the City Council Ismunandar supported the governor's statements, and said that if the problem is delayed until next year, it will be more complicated.

"I agree completely with the governor on the issue. If a number of developers are not allowed to operate in the city, don't worry, there are still many waiting in line," Ismunandar told reporters in his office yesterday.

He also made an appeal to all mayors in the city to follow the move taken by East Jakarta Mayor Sudarsono, who temporarily suspended permit proposals from 11 developers due to violations.

The mayor's decree, dated April 18, states the violations vary from not fulfilling the requirements of providing public facilities to exchanging land usage permits (SIPPT).

The decision effectively shuts down the developers by preventing them from acquiring land certificates, building permits or any other documentation needed.

The 11 developers involved are PT Bangun Indah Sakti, PT Aneka Elok, PT Inti Utama Dharma, PT Asmawi Agung Corporation, PT Central Bumi Indah, PT Gubah Nusa Semesta, PT Altan Karsa Prisma, PT Bina Karnada, PT Nusa Persada and PT Billy & Moon and the state-owned Perumnas at Perumahan Malaka Asri.
