Government Vows to Crack Down on Thuggery by Civil Organisations Disrupting Industrial Zones

JAKARTA — Minister of Industry Agus Gumiwang Kartasasmita has stated that the government must demonstrate its commitment to tackling disruptions caused by civil organisations (ormas) in industrial zones. He said that thuggery perpetrated by these organisations undermines the government's efforts to create a favourable investment climate.

"Thuggery must not be allowed to occur, as it will certainly disrupt our efforts to create a good investment climate," Agus said after a meeting with Commission VII of the House of Representatives at the Parliamentary Complex in Senayan, Jakarta, on Tuesday (30 April 2025).

"We need to send a signal that the state is present in eradicating thuggery in the industrial sector," he emphasised.

Agus said the government is already committed to eradicating ormas-related thuggery on the ground, adding that such behaviour must be stamped out not only in industry but across all aspects of life.

Meanwhile, Minister of Investment and Downstream Industries/Head of the Investment Coordinating Board (BKPM) Rosan P Roeslani confirmed that his office has received complaints from investors regarding disruptions by ormas activities. He acknowledged that such interference has had a negative impact on investment flowing into Indonesia.

"Yes, there have been complaints from investors," Rosan said at the Ministry of Investment office in Jakarta on Tuesday (29 April 2025).

"We have indeed received reports and are coordinating with the National Police Chief as well as regional governments to ensure these incidents do not recur, as they have a negative impact on incoming investment," he stressed.

Rosan also confirmed that his ministry is directly monitoring the handling of ormas activities that disrupt investment. Coordination has been carried out down to the level of law enforcement officers at the sub-district level.

"We are truly monitoring this directly. I have also instructed that for all these reports, we coordinate directly with the National Police Chief, provincial police chiefs, district police chiefs, and even sub-district police chiefs to ensure these incidents must not happen again," he explained.

The issue of ormas disrupting industrial zones has recently come back into the spotlight. This time, ormas activities have reportedly been hampering the construction of electric vehicle manufacturer PT Build Your Dream (BYD)'s factory in Subang, West Java. This came to light after Deputy Chairman of the People's Consultative Assembly (MPR) Eddy Soeparno received a complaint from BYD's headquarters in Shenzhen, China, during a recent visit.

"I heard that there were problems related to thuggery and ormas disrupting the construction of BYD's production facilities. I believe the government needs to be firm in addressing this issue," Eddy said in a post on his official Instagram account, quoted on Tuesday (22 April 2025).
