Government Urged to Prepare Incentives for Madrasah Teachers Unable to Become ASN
JAKARTA, KOMPAS.com - Deputy Chair of DPR RI’s Commission VIII, Abidin Fikri, has urged the Ministry of Religious Affairs (Kemenag) to create breakthroughs to improve the welfare of 630,000 private madrasah teachers who cannot be appointed as Contracted Government Employees (PPPK) or Civil Servants (ASN).
“The principle is that the state must be present to enhance the welfare of madrasah teachers. They have already served with extraordinary dedication, but their welfare has been neglected,” Abidin told reporters on Tuesday (31/3/2026).
According to him, around 630,000 madrasah teachers proposed by Kemenag for PPPK status failed due to obstacles from Law No. 20 of 2023 on Civil Servants (ASN).
“I think breakthroughs must be provided. Do not let the 630,000 madrasah teachers proposed by Kemenag for PPPK or ASN face a dead end, leaving them in limbo,” Abidin stated.
This PDI-P politician also proposed an incentive calculation scheme based on the ratio of students across all madrasahs (Ibtidaiyah, Tsanawiyah, and Aliyah) and the teachers’ service tenure.
If the ratio of one madrasah teacher is 15 students, he said, the total need for teachers can be calculated from the number of all private madrasah students in Indonesia.
Regarding the amount of the incentives, he asked the Director General of Islamic Education (Pendis) of the Ministry of Religious Affairs to calculate it carefully.
According to Abidin, this incentive scheme for madrasah teachers must meet prerequisites, including accurate, valid, and accountable data on madrasah students throughout Indonesia.
“Thus, the number of teachers receiving incentives can be determined transparently and accountably in every Ibtidaiyah, Tsanawiyah, and Aliyah madrasah across Indonesia,” he continued.
Director General of Islamic Education at Kemenag, Amien Suyitno, stated that the proposal is currently being processed with relevant ministries and agencies.
“We are also taking immediate action regarding the PPPK proposal. Now, the Minister is processing it with related ministries. Even the number is substantial, 630,000 that we proposed,” Amien said during an audience with the Madrasah Teachers’ Association and DPR RI leaders on Wednesday (11/2/2026).
In agreement with Amien, Chair of Commission VIII of DPR RI, Marwan Dasopang, conveyed that Commission VIII’s recommendations have been followed up by Kemenag by proposing hundreds of thousands of private madrasah teachers as PPPK.
“Commission VIII’s decision recommendation has been implemented by the Ministry of Religious Affairs. They have proposed 630,000 private madrasah teachers to be accepted as PPPK. All are affirmative, without requirements because they have already served. That has been done,” Marwan stated.
