Government Urged to Prepare Affirmative Policy for Contract Teachers in PPPK Selection

Jakarta, Kompas.com - Member of Commission X of the DPR, Habib Syarief Muhammad, has urged the government to prepare an affirmative policy for contract teachers in the selection process for Government Employees with Employment Agreements (PPPK).

Specifically, the restructuring of non-civil servant teachers under Law Number 20 of 2023 should not sacrifice educators who have worked for many years.

“If the elimination of contract teachers is carried out without a fair transition mechanism, it is not only the fate of the teachers that is threatened, but also the sustainability of national education. The lack of synchronisation between the Ministry of Basic Education and the Ministry of Administrative and Bureaucratic Reform has created legal uncertainty that is unsettling,” said Habib in a statement on Friday (15/5/2026).

This aims to ensure that contract teachers have legal certainty and are accounted for during the restructuring process carried out by the Ministry of Basic Education.

“Ignoring the existence of contract teachers in the name of regulatory compliance is a failure of legal reasoning. We must not allow these education heroes to become victims of bureaucratic transition,” said Habib.

“The law must act as an instrument of welfare and social protection, not just a rigid instrument of punishment,” he added.

He also asked the government to consider the humanitarian aspect in the process of restructuring non-civil servant or contract teachers.

“So that the humanitarian aspect and the sustainability of education must be the main priority above bureaucratic procedures,” said Habib.

Nunuk quoted a statement by the Minister of Administrative and Bureaucratic Reform, Rini Widyantini, who had previously stated that there would be no layoffs of non-civil servant teachers.

“Although it was stated that the status of non-civil servants will end in 2026, the Minister said that there would be no mass layoffs because the government is formulating how to meet the future needs of teachers,” said Nunuk in a press conference at the Ministry of Basic Education office, Central Jakarta, on Monday (11/5/2026).

Still quoting the explanation of the Minister of Administrative and Bureaucratic Reform, non-civil servant teachers can participate in the selection process according to the applicable provisions.

Nunuk explained that Circular Letter of the Minister of Basic Education Number 7 of 2026 is a reference for local governments to continue employing non-civil servant teachers.

The existence of non-civil servant teachers is still very much needed, especially to fill the shortage of teachers in various regions.

“In fact, according to local governments, they still really need these teachers. So what is not allowed is the non-civil servant status next year, not that the teachers are not allowed to teach,” said Nunuk.
