Government to summon TikTok after raising commission fees
Jakarta — Maman Abdurrahman, the Minister of Micro, Small and Medium Enterprises (MSME), said the government will summon TikTok in the near future. The MSME Ministry will seek an explanation regarding the rise in commission fees for TikTok Shop announced several days ago.
“We will also summon TikTok in the near future. From the information reaching us, there is indeed a rise in fees; we will summon them first,” Maman told reporters at the offices of Bappenas in Jakarta on Thursday (21 May 2026).
Maman noted that a few weeks earlier his ministry had gathered management from several e‑commerce platforms. The meeting was held because many sellers complained that the tariffs or fees charged by marketplaces were too high.
“Just so there isn’t any polemic, that’s our aim,” he said.
The Golkar Party politician said the government has good intentions and stressed that fee increases should be based on an agreement between sellers and the e‑commerce platforms.
“There should not be a polemic; the aspirations of the sellers that costs are too high should be addressed. So we ask that you hold off for now to avoid any polemic,” he said.
Regarding TikTok’s move to announce return costs being borne by sellers, Maman said this had been discussed long in advance by several e‑commerce companies.
Previously, return costs were entirely borne by the e‑commerce platforms. However, they planned to share the burden with sellers.
“So it will be shared by both sides, the marketplace and the seller,” he said.
The marketplaces have also raised the fee percentages across categories. For example, beauty and personal care products rose from 4% to 7%. Then books, magazines, and audio rose from 5% to 8%.
Most recently, TikTok announced that sellers must also bear the costs of returns or refunds from buyers. If a return is requested by the buyer due to change of mind or rejection of the product under platform rules, the seller must bear the initial shipping cost of IDR 55,000 and the return shipping cost of IDR 5,000.
“In the case of a rejection (FD), you must bear a one-way shipping fee of IDR 5,000 to the buyer,” as quoted from Tokopedia and TikTok Shop official statements.
