Government to regulate marketing of housing
JAKARTA (JP): State Minister of Public Housing Akbar Tandjung
says that his office will soon issue a regulation governing the
marketing and selling procedures of housing complexes and
apartments built by developers.
"The Public Housing office will issue a regulation to organize
the procedures for marketing housing complexes, apartments and so
on," Akbar said shortly after officially opening Ideal Home
Expo'95 at the Jakarta Convention Center on Friday.
"The regulation will arrange which developers can sell housing
complexes. It means that the developers should meet certain
criteria before marketing the houses to the public. For example
they should have building permits and land documents," he added.
Akbar stressed that developers should be responsible for the
houses they built. "Do not just build many houses and then avoid
any responsibility for what happens to the houses after customers
buy them."
He said the Indonesian Real Estate Association (REI) should
take stern action against any delinquent developers. "If
necessary REI should withdraw their membership from the
association."
Akbar said the developers should provide a detailed
explanation to prospective buyers regarding the houses they
build, which should include details of building permits and
public and social facilities available in the complexes.
The REI chairman, Enggartiasto Lukita, concurred with the
minister, saying that his association would not hesitate to
punish errant developers by withdrawing their membership from the
organization. "Once they are punished, our door is closed to them
becoming members again."
Akbar also said recently his office would issue a regulation
requiring developers to build low-cost houses in the same
vicinity as the housing complexes they build for middle and high-
income people.
"The REI has proposed to the minister that developers who
build housing complexes in an area of more than 200 hectares
should build low-cost houses at the same location," Enggar said.
"But if the housing complexes are built on a plot of land
measuring less than 200 hectares, the developers should build
low-cost houses in the same town, township or regency," he said.
Dwi Karsono, the chairman of PT Debindomulti Adhiswasti, which
organized the exhibition in cooperation with the Indonesian
Architects Association, said the committee banned known
delinquent developers from taking part in the expo.
The exhibition continues through May 21.

housing complexes, apartments, office buildings, villas, or even
amenities such as interior design and so on," said Dwi
The exhibition features 120 participants made up of 91
developers, 28 furniture and appliance companies and one bank.
The 91 developers are promoting their projects which include
housing projects, apartments, villas and golf courses located in
Jakarta, Bogor, Cibinong, Cibubur, Depok, Bekasi, Karawang,
Tangerang, Ciledug, Serpong, Bandung, Puncak, Cariu, Ciater,
Cilegon, Carita Beach, Anyer and Bali.
Besides the 28 companies exhibiting household wares, one bank
is offering information on housing credits.
The exhibition also features stands from the Indonesian
Architects Association, the city's Development Supervision
Office, the city's Planning Office, the Indonesian Interior
Designers Association, Asri, Properti, Laras magazines and Media
Indonesia daily newspaper. (31)
