The government and the House of Representatives (DPR RI) are refining a new regulation in the form of a Presidential Regulation (Perpres) concerning online motorcycle taxi (ojol) transport fares. The regulation will not only cover passenger transport fares but will also regulate courier and food delivery services.

Deputy Speaker of the DPR RI Sufmi Dasco Ahmad said that discussions on the regulation have entered the finalisation stage after the government and the DPR held a joint meeting with several relevant ministries. He said the regulation will divide tariff-setting authority based on service type. Courier and food delivery fares will fall under the Ministry of Communication and Digital Affairs (Komdigi), while passenger transport fares will be the authority of the Ministry of Transportation.

“After today’s finalisation, the ministries will carry out harmonisation involving online transport operators or organisations, as well as applicators, before the presidential regulation is issued,” Dasco said during a press conference after a meeting with the government at the DPR building in Senayan, Central Jakarta, on Tuesday (18/8/2026).

Regarding the amount of courier and food delivery fares, Dasco said the government has discussed and conducted simulations, but he could not yet reveal the details to the public.

In the same occasion, Minister of Micro, Small and Medium Enterprises (UMKM) Maman Abdurahman said the government has reached a common understanding on measures to support online motorcycle taxi drivers. He said the Ministry of UMKM will meet with online motorcycle taxi communities and associations as well as applicators to absorb final aspirations before the regulation is enacted.

“We will invite them to meet and absorb the final aspirations from our friends in the ojol community associations and also the applicators,” Maman said.

According to Maman, the expansion of the regulation not only targets passenger transport but also pays attention to courier services because the sector is an important part of the online transport ecosystem. He said the regulation is expected to improve the welfare of ojol drivers while protecting UMKM players involved in the online transport service ecosystem.

Maman added that the government also wants to ensure that UMKM merchants in the online transport ecosystem can continue to grow.

Meanwhile, Minister of Transportation Dudy Purwagandhi explained that for passenger transport service fares, the government has already established regulations through a Minister of Transportation Decree. One of the points regulates a platform fee of 8% which has been in effect since 1 July 2026.
