Government to Make 19 Copyright Registration Services Free
Jakarta (ANTARA) — Law Minister Supratman Andi Agtas has announced a zero-rupiah fee for 19 copyright registration services covering science, the arts and literature.
The policy follows the Ministry of Finance’s approval of a proposed fee adjustment in letter No. S-360/MK/AG/2026, dated 21 October 2026.
“On that basis, through the Directorate General of Intellectual Property, I have sent a letter to the Minister of Finance asking that the 19 copyright-related fees, or 19 types of copyright services at the Ministry of Law, be set at zero rupiah,” Supratman said at a press conference at Graha Pengayoman in Jakarta on Monday.
Previously, he said, zero fees applied only to song registration. In response to changing circumstances and public calls to broaden the scope of copyright coverage, the government proposed making all 19 copyright and related-rights registration services free. These rights are protected under Article 40(1) of Law No. 28 of 2014 on Copyright.
Under the new policy, Supratman urged creators — including writers, visual artists, game developers and computer programmers — to register their work promptly.
“We hope copyright works will be registered promptly, because they have economic value and can be put to use. This is part of the state’s commitment to promoting the growth of our creative economy, including the copyright sector,” he said.
The minister said the policy would take effect permanently in November 2026, after the ministry completes the relevant ministerial regulation next week.
In response to the potential reduction in non-tax state revenue (PNBP) from copyright services — which generated Rp45.201 billion in 2025 and Rp26.233 billion as of 26 October 2026 — the government will introduce a cross-subsidy scheme.
The Ministry of Law will seek to increase revenue from patents, the largest source of PNBP at the Directorate General of Intellectual Property. It plans to do so through business-matching and patent business forums in November, with the aim of securing more patent licensing agreements and supporting national economic growth.
