Government to Issue Presidential Regulation on Online Motorcycle Taxis, Including Food and Goods Delivery

The government will soon issue a Presidential Regulation (Perpres) governing online motorcycle taxi (ojol) services. Minister of Transportation Dudy Purwagandhi stated the regulation is targeted for issuance before the Independence Day commemoration on 17 August. “Yes, it is expected this August. I hope before 17 August,” Dudy said after a meeting at the Presidential Palace complex in Jakarta on Thursday (6/8/2026).

Dudy explained that the Ministry of Transportation had already issued a Ministerial Decree (Kepmenhub) on 1 July, which regulates a revenue-sharing scheme between drivers and application providers. This existing decree will be incorporated into the forthcoming Presidential Regulation. “The Ministerial Decree regarding the 1 July implementation has already been issued. We will also include it in the Presidential Regulation,” he noted.

The new Presidential Regulation will also expand its scope to cover the delivery of food and goods. Dudy clarified that the regulation for four-wheeled online transport services will not be included for the time being. “Not yet for now. But for the delivery of goods and food, there will be an expansion, only the details need to be calculated,” he said.

Technical arrangements for food and goods delivery services will be handled by the Ministry of Communication and Digital Affairs, while the State Secretariat will determine the regulation’s official number. Regarding the launch mechanism, Dudy said further discussions are needed to decide whether to invite driver partners and application operators to the ceremony or to implement the regulation directly, as was done with the previous ministerial decree.
