Government to Crack Down on Abandoned Assets in Kemayoran

The government will evaluate a number of cooperation agreements for the utilisation of state assets in the Kemayoran area after discovering several plots of land that have not been built upon or utilised according to the purpose of the cooperation. This step was emphasised by Deputy Minister of State Secretary Juri Ardiantoro during a review of several locations in the Kemayoran Complex Management Centre (PPK Kemayoran) area on Monday. “We want to ensure that all state assets are utilised according to their designation and provide real benefits to the state and society. The reality is that there is still land that has been cooperated for a long time but has not been utilised properly. Therefore, all documents and the implementation of the cooperation will be re-examined,” Juri said as quoted on Wednesday. During the review, Juri visited several plots of land cooperated with PT Oceania Development, namely in Block B.2 No. 2, Block B.3, Block B.7/8, and Block C.7. He also reviewed land managed with banks that are members of the State-Owned Banks Association (HIMBARA) in Block B.15 Kavling No. 6 and Block B.10 No. 5 in the Kemayoran area. The results of the review showed that there is still land that has not been developed according to the plans stated in the cooperation agreements. This condition means that state assets have not been able to provide optimal benefits, whether from an economic, social, or regional planning perspective. Juri explained that the government’s evaluation does not only focus on the physical condition of the land. The government will also examine each partner’s compliance with all obligations agreed upon in the contract, including the implementation of development, fulfilment of financial obligations, suitability of land use, and the status of granted land rights. “The government will investigate whether there are breaches of the agreement, including when land rights have been granted for a long period but the land has not been built on, is not being used according to its designation, or is left abandoned. The obligations of each partner to PPK Kemayoran must also be fulfilled,” he said. If violations of the agreement or statutory regulations are found, the government will take administrative and legal steps to protect state assets. These efforts may include reviewing the form of cooperation, land utilisation rights, or other legal actions in accordance with applicable regulations. According to Juri, the arrangement of assets in the Kemayoran area is not solely aimed at resolving contractual issues or legal disputes. The government also wants to ensure that the area develops according to the spatial plan so that it becomes a productive, well-organised, safe, comfortable, and clean area that can support community and business activities. “No party should enjoy profits from state assets without fulfilling their obligations. State assets must be managed responsibly and their benefits must return to the state and society,” Juri stated. Meanwhile, PPK Kemayoran President Director Teddy Robinson Siahaan said that his party has coordinated with all partners to encourage the fulfilment of obligations and accelerate development on the cooperated land. “The Deputy Minister’s visit strengthens PPK Kemayoran’s steps to resolve asset issues firmly, comprehensively, and based on the law. We will ensure that every cooperation is carried out transparently, accountably, and does not harm the state’s interests,” Teddy said. PPK Kemayoran has also prepared legal assistance to review all agreements, map out existing problems, and formulate resolution steps for partners who have not fulfilled their obligations. Specifically for the cooperation with PT Oceania Development, PPK Kemayoran has appointed a legal consultant to prepare the necessary legal measures. As a Public Service Agency under the Ministry of State Secretariat, PPK Kemayoran manages an area of approximately 450 hectares. The evaluation of land use cooperation is part of the government’s efforts to increase the economic value of the area, strengthen state revenue, and ensure that state assets are utilised optimally and do not lose their function or benefits.
