Jakarta (ANTARA) - The government has emphasised that the implementation of the work from home (WFH) scheme for civil servants (ASN) every Friday does not reduce the level of supervision. This new mechanism actually strengthens the performance-based control system, making it more measurable, transparent, and digitally documented. Minister for Administrative and Bureaucratic Reform Rini Widyantini, in a statement in Jakarta on Friday, stressed that the flexible work system still demands high discipline and accountability from every ASN. “Every ASN is bound by measurable employee performance targets. Supervision is carried out through an electronic system, not just physical attendance. ASN still work full five days with the same performance targets,” said Rini. Through Ministerial Circular Number 3 of 2026 from the Ministry of Administrative and Bureaucratic Reform (PANRB), effective from 1 April 2026, all government agencies will implement a hybrid work pattern of four days work from office (WFO) from Monday to Thursday and one day WFH on Friday. This policy is part of the ASN management transformation that emphasises performance achievements over physical presence. Every agency leader has direct responsibility to monitor and ensure that their subordinates’ performance remains optimal, including during WFH implementation. Every personnel development official or agency leader is obliged to monitor and supervise the achievement of their subordinates’ performance targets, as well as ensure that the performance reporting system runs effectively. Evaluation of the implementation’s effectiveness must be reported to the Minister of PANRB no later than the 4th of the following month. ASN who fail to meet performance targets will be subject to disciplinary sanctions in accordance with Government Regulation Number 94 of 2021. This policy also serves as an accelerator for the adoption of digital government. Optimisation of information systems and the use of digital technology allows every ASN work activity to be systematically documented, thereby increasing accountability while closing the door to formalistic work practices. “The regulatory framework is already in place through Presidential Regulation Number 21 of 2023 on ASN Working Days and Hours, which is then detailed in Ministry of PANRB Regulation Number 4 of 2025 on Flexible Civil Service Duties in Government Agencies. Meanwhile, the system and digital infrastructure are supported by Presidential Regulation Number 95 of 2018 on Electronic-Based Government Systems,” said Rini. Rini stated that health services, security, cleanliness, population affairs, and emergency services will remain available, including for vulnerable groups. The flexible work scheme is expected to improve efficiency while maintaining sustainable public service quality. “The implementation of work flexibility is carried out effectively according to criteria, supervision, and support for information systems and appropriate digital technology utilisation,” she added. The government emphasises that WFH does not mean relaxing discipline, but rather part of the transformation of ASN work culture towards a more modern, adaptive, and performance-based system. With digital supervision support and ongoing evaluations, ASN performance remains maintained while becoming increasingly accountable.
