JAKARTA — The Government plans to construct the Yogyakarta Outer Ring Road (JORR) to reduce traffic congestion in the Special Region of Yogyakarta (DIY).

Currently, the design of the ring road project has been prepared and is targeted to begin construction within the coming years.

Adi Nugroho Jati, Head of the Work Unit for Planning and Supervision of National Roads for Yogyakarta Province at the Directorate General of Highways under the Ministry of Public Works, stated that the JORR development aims to divert a portion of vehicle traffic to prevent accumulation on main city routes.

“We are building this JORR to reduce congestion within the city. So we are creating a kind of bypass so that not all vehicles enter congested routes,” Adi said during a road inspection activity in West Java, Central Java, East Java, and Yogyakarta on Friday, 13 March 2026.

He explained that the JORR project will be constructed in two sections: the northern side and the southern side. However, the initial construction phase will focus on the southern route.

According to Adi, the project design has been completed after a planning process lasting approximately three months.

Meanwhile, construction execution is still awaiting a schedule in accordance with the Government’s strategic plan.

“We have prepared the design, which was completed in about three months. For the construction phase, we are still awaiting implementation according to the strategic plan; it is likely we will execute the work between 2028 and 2029,” he said.

He added that the construction value of the JORR project is estimated to reach approximately 9 billion rupiah based on preliminary calculations during the design phase.

In addition to alleviating traffic congestion, the ring road development will also connect with access to new toll routes.

One of these is the toll exit planned to be located in the Banyurejo area as part of the Yogyakarta–Bawen Toll Road project.

Adi noted that the presence of JORR will be an important access point to support the operations of the Yogyakarta–Bawen toll road.
