Government to begin SPHP rice distribution in 2026 from March to year-end
Jakarta — The National Food Agency (Bapanas) has confirmed that the 2026 Stabilisasi Pasokan dan Harga Pangan (SPHP) rice distribution programme will commence in March and run through to the end of the year, in order to maintain price stability and national food availability. ‘After SPHP rice continuation from the 2025 programme had been carried out in January and February 2026, starting from early March this SPHP rice year 2026 will officially run again through to the end of the year,’ said Bapanas chief and Minister of Agriculture Andi Amran Sulaiman in Jakarta on Wednesday. The targeted distribution of rice under SPHP is 828,000 tonnes. The price subsidy for distribution amounts to Rp4.97 trillion and is available in the Bapanas budget. Bapanas has asked Perum Bulog to focus SPHP rice distribution to areas that are not central rice production areas and to districts that are not currently in the main harvest. For areas that are currently in the harvest period, SPHP distribution can still proceed, but must be done in a limited manner with attention to consumer rice price conditions in those areas. This is important because the government needs to maintain farmers’ paddy prices so that they do not fall below the Government Purchase Price (HPP). Amran added that the stock of the Government Rice Reserve (CBP) controlled by Bulog is currently very high, so the SPHP rice programme can be disbursed to Indonesian communities. ‘Indonesia will become the world’s food basket; that is our dream. Our CBP stock today is 3.7 million tonnes. Our calculation shows that by mid-March it could reach 4 million tonnes. By the end of the month it could reach 5 million tonnes,’ said Amran. As for the technical guidelines (juknis) for SPHP rice at the consumer level in 2026, as set out in the Head of the National Food Agency Decree Number 34 of 2026, SPHP rice may be distributed in two packaging forms from this year: 5-kilogram packages and 2-kilogram packages. Meanwhile, 50-kilogram packaging can be distributed only in certain areas such as Maluku and Papua and in the 3T (tertinggal, terdepan, terluar, and perbatasan) areas. It may also be applied in other regions according to government coordination meetings. Moreover, Bapanas has laid down the latest maximum purchase rules for SPHP rice at the consumer level: consumers may buy up to five 5-kg packages, with an alternative of 2-kg packages up to two packs. SPHP rice purchased may not be resold due to the national subsidy component. Bapanas has also detailed price rules for SPHP rice across up to three stages of the distribution chain. In Java, Lampung, South Sumatra, Bali, West Nusa Tenggara, and Sulawesi, the price at Bulog warehouses is Rp11,000 per kg; distributor-to-downline price can go up to Rp11,700 per kg, and consumer price up to Rp12,500 per kg. In Sumatra (excluding Lampung and South Sumatra), East Nusa Tenggara, and Kalimantan, warehouse price is Rp11,300 per kg; distributor-to-downline price up to Rp12,000 per kg; consumer price up to Rp13,100 per kg. In Maluku and Papua, warehouse price is Rp11,500 per kg; distributor-to-downline up to Rp12,300 per kg; consumer price up to Rp13,500 per kg. The realisation of SPHP rice sales in 2025, extended to the end of February, reached 1.025 million tonnes. This has helped to curb national rice inflation, particularly early in the year. The monthly rice inflation rate at the start of 2026 was more stable than in the previous two years, at 0.16% in January and 0.43% in February. In 2024, January-February rice inflation was 0.63% and surged to 5.28%; in 2025, it was fairly stable at 0.36% and 0.26%.
