Government to Begin 'Gentengisasi' Roofing Programme for 400,000 Homes This Year

Minister of Housing and Settlement Areas Maruarar Sirait announced the government will begin a massive roof replacement programme, known as ‘gentengisasi’, this year. The programme, initiated by President Prabowo Subianto, will be executed alongside the home renovation scheme targeting 400,000 units across Indonesia. “This gentengisasi programme will be directly executed massively through the home renovation programme in 400,000 houses throughout Indonesia,” Maruarar said after a coordination meeting with Minister of Home Affairs Tito Karnavian and Head of the Central Statistics Agency (BPS) Amalia Adininggar Widyasanti in Central Jakarta on Friday, 10 July 2026. Maruarar stated the home renovation programme is intended for low-income communities, with the determination of beneficiaries referring to BPS data collected down to the regional level. He explained the government has established several priority groups for assistance, including 15,000 houses in border areas, 8,000 houses for residents affected by tuberculosis (TBC), and 10,000 houses for families of Sekolah Rakyat students. He explained the gentengisasi and home renovation programme will utilise a more open procurement mechanism through a ‘people’s tender’ scheme. Under this scheme, officers and beneficiaries will first compile a list of required building materials. Subsequently, several building supply stores will be invited to submit open price offers, allowing the public to directly oversee the procurement process. Maruarar stated this mechanism can increase budget efficiency while preventing corrupt practices. “We want to educate the people to prevent corruption on the ground. This will be implemented in villages throughout Indonesia,” he said. Maruarar added that the Ministry of Housing and Settlement Areas has coordinated with the Audit Board of Indonesia to ensure the programme’s governance complies with regulations. Additionally, the government has relaxed several requirements to enable micro, small, and medium enterprises (UMKM) to participate as building material suppliers. One policy change involves the requirement for Indonesian National Standards (SNI) certification, which is no longer mandatory for UMKM suppliers in this programme. “Previously we wanted to use SNI requirements, but we lowered them because not all UMKM can meet them. They can use reliability certification from the Ceramics Centre instead,” he said.
