The government is targeting the complete cessation of open dumping practices at waste disposal sites (TPA) across Indonesia by 2026, with an accelerated resolution no later than August this year. This commitment was reaffirmed by the Ministry of Environment and Forestry/Environmental Control Agency (KLHK/BPLH) through a declaration to end open dumping at sites in Bali province. Environment Minister/Head of BPLH Hanif Faisol Nurofiq stated that halting open dumping must go hand in hand with improving waste sorting at the source. “This target can only be achieved if open dumping practices are stopped and the public sorts waste. Waste can no longer be managed through the collect-transport-dump pattern; it must be handled from the source,” Hanif said in an official statement on Friday (17/4). The target to end open dumping is part of the National Medium-Term Development Plan (RPJMN) as regulated in Presidential Regulation No. 12 of 2025, with a goal of achieving 63.4% national waste management by 2026. KLHK records that by the end of 2025, only about 30% of the total 485 TPAs in Indonesia have stopped open dumping practices. This means there are still around 369 TPAs that need to transform urgently. The government is pushing for accelerated transformation of waste management systems from the collect-transport-dump pattern to source-based reduction, sorting, and sustainable processing. In Bali province, particularly in Denpasar and Badung, waste sorting achievements have been reported to exceed 60%. The government views this as an indication of significant changes in public behaviour. “I see very rapid changes in Bali. More than 60% of the population has sorted waste. This is a very good achievement that needs to be maintained through consistent rule enforcement,” Hanif said. The government is also preparing to strengthen waste processing facilities such as TPST and TPS3R, as well as promoting area-based distribution system arrangements to improve waste quality as raw material for waste-to-energy technology development. In addition, law enforcement will be carried out firmly and evenly across all regions to ensure the open dumping cessation target is met and to build a more responsible waste management culture in society.
