Government synchronises ministerial data to ensure social assistance is on target

The government is accelerating data synchronisation across ministries and agencies through the Digital Social Protection Portal (Perlinsos) to ensure social assistance (bansos) distribution is more accurate and on target. Aris Kurniawan, Director of Digital Regional Government Technology Acceleration at the Ministry of Communication and Digital Affairs (Kemkomdigi), explained that the Digital Perlinsos Portal utilises cross-ministerial and agency data connectivity so that the determination of aid recipients no longer relies on a single data source. ‘The goal is simple: to ensure that assistance is truly received by those who are entitled. With increasingly integrated data, the potential for targeting errors can be continuously reduced,’ Aris said in a statement confirmed in Jakarta on Wednesday. The progress of the system’s implementation was reviewed directly by the Government Communication Agency together with Kemkomdigi during a visit to the Digital Perlinsos Portal trial location in Tambaksari District, Surabaya, on Tuesday. In its implementation, Kemkomdigi provides the National Data Centre (PDN) and the Government Service Bus (SPLP) as infrastructure that enables secure and real-time data exchange between ministries and agencies. According to Aris, this data synchronisation provides direct benefits to the public. The verification process for prospective aid recipients becomes faster and more objective, the potential for duplicate data can be minimised, and citizens experiencing changes in economic conditions can be more easily identified, making social assistance more accurately targeted. The government also maintains a channel for the public to correct data if discrepancies are found through an objection mechanism. All data exchange is conducted based on public consent in accordance with the Personal Data Protection Law and is protected by encryption technology through the Cryptography as a Service facility owned by the National Cyber and Crypto Agency (BSSN). To date, trials of the Digital Perlinsos Portal have been carried out in 43 districts and cities. Surabaya is the region with the highest data collection achievement, reaching 99.82 percent. Meanwhile, Head of the Government Communication Agency Muhammad Qodari appreciated the commitment of the Surabaya City Government and the community in supporting the Digital Perlinsos trial. He noted that Surabaya’s experience shows that data synchronisation is not merely a technological update, but a concrete step to improve the quality of public services. ‘What the government is building is not just a digital system, but public trust. When data is more accurate, aid can be better targeted, services become faster, and citizens obtain their rights more fairly,’ Qodari said. Going forward, the data interoperability developed through the Digital Perlinsos Portal is expected not only to strengthen social assistance distribution but also to become a foundation for other effective, transparent, and citizen-oriented digital public services.
