Government Still Calculating Salaries of MBT Eligible for Subsidised Flats

JAKARTA - The government is still reviewing the criteria and income capacity of middle-low income communities (MBT) who may be eligible for subsidised flats in the Jabodetabek area. This review is being conducted to ensure that the housing assistance scheme is on target and data-based. According to the Director General of Urban Housing at the Ministry of Public Works and Housing (PUPR) Sri Haryati, the government is currently identifying the capacity of the MBT group, including their ability and willingness to purchase housing. “We are still calculating, identifying the ability to pay and willingness to pay of the community. That is what we are delving into, including how to group the community,” said Sri Haryati when met at her office in Jakarta on Thursday (23/4/2026). This is considered important given the varying income conditions of communities in each region. “Data must be the basis. Like the previous income limit adjustments, that was also data-based and different across regions,” she said. Sri explained that the existence of the MBT group emerged because there is a segment of society above low-income communities (MBR), but still requires government intervention to access housing. “Besides MBR, there is also a group above them that indeed still needs government intervention. This is what we are reviewing,” she said. Nevertheless, she stated that the main priority of the housing programme remains with MBR. If the scheme for MBT is eventually implemented, the incentives provided will not be the same as those received by MBR. “Even if there is MBT, the incentives will definitely not be the same. We will prioritise the principle of justice. MBR remains the priority,” Sri emphasised. In the future, the results of this review will serve as the basis for formulating more appropriate policies, both in terms of recipient criteria and assistance schemes. Thus, MBT will still have access to decent housing without reducing the focus on the MBR group.
