Government Simplifies Business Licensing Through the OSS System to Achieve Investment Target of IDR 13,000 Trillion
JAKARTA - The Ministry of Investment and Downstreaming/Capital Investment Coordinating Board (BKPM) is targeting investment realisation of IDR 13,032 trillion by 2029, derived from both Foreign Direct Investment (FDI) and Domestic Direct Investment (DDI).
To achieve this, the government is intensifying socialisation efforts to ensure that stakeholders understand Government Regulation (PP) No. 28 of 2025 concerning Risk-Based Business Licensing on the One Single Submission (OSS) system.
“We have a consolidation target of around IDR 13,000 trillion in investment realisation over the next five years. This licensing service is one of the important aspects in contributing to the movement of investment realisation figures,” said Deputy Minister of Investment and Downstreaming/BKPM, Todotua Pasaribu, at the BKPM office in Jakarta, Thursday (26/2/2026).
Todotua emphasised that PP 28/2025 regarding business licensing on the OSS system is a reform of services implemented by the government to provide legal certainty for businesses and investors.
This includes ensuring a clear timeframe for the business licensing process and guaranteeing that the one-stop licensing mechanism is implemented solely through the OSS system.
“In doing business, what businesses need is certainty. For example, the licensing service for the hospitality sector; we can now guarantee that the permit will be issued within 28 days. This allows businesses to realise their investments,” he said.
Todotua stressed that the ease of business licensing will correlate with the investment climate, and that increased investment will bring benefits to the national economy.
