Officials, including governors, have time and again said that
in this era of globalization the government apparatuses should
give the best possible service to society.

But, the reality is quite different. Government officials,
particularly those of the Jakarta Administration, are not very
quick with their service to the needy unless one is ready to give
an illegal fee to the official concerned. Their working ethics
remain as ever before.

I would like to suggest that a tour of duty is exercised in
the office of the Jakarta Administration, so that the brooms are
always new.
