Government Ready to Facilitate US$400 Million AI and Quantum Computing Data Centre in Batam

JAKARTA (IndoTelko) — The government, through the Ministry of Investment/Investment Coordinating Board (BKPM), has declared its readiness to facilitate the construction of Asia's first artificial intelligence and quantum computing-based data centre, to be located in Batam, Riau Islands. The initial phase of the project will absorb investment worth US$400 million, or approximately Rp6 trillion.

The investment plan was formalised through the signing of a cooperation agreement between Worldvuer iByond Limited, a Silicon Valley-based technology company, and Tunas Prima Industrial Estate, an industrial estate operator in Batam. The signing ceremony on 9 July was witnessed by Deputy Minister of Investment and Downstreaming/Deputy Head of BKPM, Todotua Pasaribu, and attended by Her Highness Princess Anne Shek, Chairman of the Advisory Board for Asia at Worldvuer iByond Limited.

Deputy Minister Todotua stated that the presence of the data centre would strengthen Indonesia's position as a hub for digital technology development in the region. "This is in line with the President's directive to achieve 8 per cent economic growth towards Golden Indonesia 2045. The digital economy, particularly data centres, is a key pillar for achieving this," he said.

The facility will be built within the Tunas Prima Industrial Estate, which has adopted a green estate concept with renewable energy infrastructure such as solar panels and an independent water treatment system. The estate is also home to investments from a number of global companies, including an Apple component manufacturer.

Worldvuer iByond Limited is known to have developed the Vovea iByond Operating System, a computing platform integrating AI, quantum computing, and big data analytics technologies. The technology has previously been trialled in Silicon Valley and the Middle East, and Indonesia will serve as its first base in Asia.

Beyond the data centre, Worldvuer iByond is also exploring cooperation opportunities in the energy sector, similar to their collaboration with Aramco in Saudi Arabia, as well as potential telecommunications technology development with Telkom Group and the Ministry of Communications and Digital.

To support the realisation of the investment, the government through the Ministry of Investment has expressed its readiness to provide regulatory facilitation through the OSS system and the Job Creation Law, as well as fiscal incentives including tax holidays, super tax deductions for research and human resource development, and import duty exemptions on equipment. Worldvuer iByond is also planned to submit a formal incentive proposal to the government.

The company has additionally opened the possibility of collaboration with the education and mining sectors, particularly regarding the development of a gold-based microchip supply chain. The project is expected to serve as a catalyst for national digital transformation and strengthen Indonesia's competitiveness in strategic technology sectors.
