KPP is implemented based on Coordinating Minister for Economic Affairs Regulation Number 13 of 2025 and PKP Minister Regulation Number 13 of 2025. KPP is a working capital credit and/or investment credit provided to micro, small, and medium enterprises, whether individuals or business entities, in order to support the achievement of priority programmes in the housing sector. Previously, the Secretary General of the Ministry of PKP, Didyk Choiroel, explained a number of requirements that must be met by MSMEs and individuals to obtain KPP. These include being an Indonesian citizen or an Indonesian legal entity, having a productive and viable business, possessing a tax identification number, having a business identification number (NIB), having been in business for at least six months, and having no negative information as evidenced by trade checking, community checking, and/or bank checking results verified through SLIK or LPIP. Furthermore, applicants must not be simultaneously receiving KUR, must not be simultaneously receiving other housing programme credits, may be receiving commercial credit/financing with a current collectability status in accordance with the provisions applicable to the KPP distributor, and must provide principal collateral in the form of the object financed by KPP, with additional collateral possible according to the provisions applicable to the KPP distributor.
