Government provides flexibility for dam execution according to pilgrims' jurisprudential beliefs
The Indonesian Ministry of Hajj and Umrah (Kemenhaj) has ensured that the management of ‘dam’ for prospective Indonesian Hajj pilgrims is conducted with principles of prudence, officiality, and respect for the diverse jurisprudential (fiqh) views held by pilgrims.
Ministry Spokesperson Suci Annisa stated that the government provides space for pilgrims to execute dam according to their respective jurisprudential beliefs, whether through payment mechanisms in Saudi Arabia, in Indonesia, or through fasting.
“The government respects the diversity of jurisprudential views regarding the execution of dam. Therefore, pilgrims are given the space to carry out the jurisprudential beliefs they hold, as long as it is done through correct, safe, and accountable mechanisms,” Suci Annisa said in a statement in Jakarta on Monday.
Based on the latest operational data, the number of Hajj participants recorded as having paid for dam—whether through mechanisms in Saudi Arabia, Indonesia, or through fasting—has reached approximately 70,758 people.
For pilgrims who believe that dam is only valid if performed within the Holy Land (Tanah Haram), the government facilitates the execution of dam in Saudi Arabia through the Adahi Project, an institution officially legalised by the Government of the Kingdom of Saudi Arabia.
“Specifically for pilgrims choosing to perform dam in Saudi Arabia, we urge that payments be made through the Adahi Project. This is important to ensure the process is official, transparent, and protects pilgrims from the risks of fraud or misappropriation of funds,” she added.
The Ministry of Hajj and Umrah also reminded pilgrims to be cautious of dam payment offers from unverified parties, whether via direct contact, text messages, social media, or parties claiming to assist with cheap, fast, and easy payments without official legality.
“Dam is not merely a payment transaction; it is part of the certainty of a pilgrim’s worship. Therefore, we want to ensure that pilgrims receive correct information, have choices according to their jurisprudential beliefs, and remain protected from unofficial practices that have the potential to cause harm,” she said.
Should pilgrims have further questions regarding dam obligations, payment procedures, or preferred execution mechanisms, the Ministry advises consulting with worship guides, group officers, sector officers, or the Hajj Organising Committee (PPIH) in Saudi Arabia.
