Government Proposes 2027 Hajj Cost Increase to Rp 107 Million

The Ministry of Hajj and Umrah has proposed increasing the cost of organising the Hajj pilgrimage (BPIH) for 2027 to Rp 107.3 million per pilgrim. This figure represents an increase of Rp 19.9 million compared to the 2026 BPIH, which was set at Rp 87.4 million.

Minister of Hajj and Umrah Mochamad Irfan Yusuf stated that the proposed figure was determined by considering the principles of efficiency, improved service quality, and the sustainability of the pilgrimage. ‘The calculation was prepared using the assumption of an exchange rate of Rp 17,500 per US Dollar and Rp 4,666 per Saudi Riyal,’ he said during a working meeting with House of Representatives (DPR) Commission VIII in Jakarta on Tuesday evening, 7 July 2026.

Irfan detailed that the Rp 107 million BPIH allocation is divided into a component for organising the pilgrimage in Saudi Arabia, amounting to Rp 60,891,068 (56.73 percent), and a domestic component of Rp 46,449,103 (43.27 percent). This cost includes the average flight price per pilgrim.

According to Irfan, the increase in 2027 Hajj costs is unavoidable due to changes in the rupiah exchange rate, rising flight costs, accommodation expenses in Mecca and Medina, land transportation costs, Masyair services, and health services. Other contributing factors include the strengthening of health manasik programmes, increased consumption costs in Saudi Arabia, accommodation distribution costs in Medina, and the need for visa financing for replacement pilgrims.

The ministry has proposed a financing scheme where 60 percent comes from the value of benefits managed by the Hajj Financial Management Agency (BPKH) and 40 percent is covered by the Hajj travel costs borne by each pilgrim. Irfan expressed hope that this scheme could be implemented, similar to the post-Covid-19 pandemic period in 2022. ‘This proposal is submitted to ease the financial burden on pilgrims amidst the projected increase. With this division, we calculate that the Hajj travel cost paid by pilgrims will not be much different from last year’s cost,’ said the Gerindra Party politician.

Separately, House Commission VIII Chairman Marwan Dasopang assessed that the proposed increase for next year’s Hajj costs is still rational given the rise in price components. However, he encouraged the Ministry of Hajj and Umrah to negotiate with the Saudi Arabian government to reduce cost components, thereby easing the burden on both pilgrims and the BPKH. ‘If they cannot convince the Saudi side, it seems difficult to lower this price. That is what we are waiting for. We in Commission VIII still believe this figure can still come down, at least to around Rp 87 million like last year,’ said the National Awakening Party politician when met on the sidelines of the meeting on Tuesday evening.
