Government Programme Loans are not merely a financing instrument, but a means of empowering ordinary Indonesians and transforming the economy.

Jakarta (ANTARA) – Disbursements under the Government’s Programme Loan scheme reached Rp258.75 trillion by 23 September 2026, equivalent to 78.47% of this year’s allocation.

Ferry Irawan, Deputy for the Coordination of State-Owned Enterprise Management and Development at the Coordinating Ministry for Economic Affairs, said that 67.84% of the total lending had gone to productive sectors.

“The success of the Programme Loan scheme is measured not only by how much credit is disbursed, but also by how many businesses grow, how many jobs are created and how many people improve their livelihoods. Programme Loans are not merely a financing instrument, but a means of empowerment and economic transformation for ordinary Indonesians,” Ferry said in an official statement in Jakarta on Monday.

Ferry, who also serves as secretary of the Policy Committee for MSME Financing, said the People’s Business Credit (KUR) was the largest scheme, with Rp232.66 trillion disbursed, or 80.08% of its Rp290.52 trillion target.

The financing has reached 3.61 million borrowers and supported employment for 10.83 million people.

Separately, Rp25.78 trillion in Housing Programme Credit (KPP) has been disbursed to 110,286 borrowers, supporting employment for 337,457 people.

Disbursements under the Agricultural Equipment and Machinery Business Credit (Kredit Alsintan) totalled Rp169.76 billion, while Labour-Intensive Industry Credit (KIPK) reached Rp137.92 billion.

“The Government continues to expand access to financing so that businesses can obtain capital suited to their needs, properly targeted and capable of supporting business growth,” Ferry said.

The Government is strengthening the distribution of programme loans through coordination among ministries and agencies, regional governments, lending and guarantee institutions, and business associations, to widen businesses’ access to financing.

These efforts are considered important to address the financing needs of micro, small and medium-sized enterprises (MSMEs), which are projected to grow by around 7.2% a year.

At the same time, the gap between MSMEs’ financing needs and available funding is expected to reach Rp2,400 trillion in 2026.

Ferry said that, in addition to strengthening KUR disbursements, the Government was refining various programme loan schemes. These include developing Agricultural Business Credit, expanding financing access for labour-intensive industries, and optimising KPP to support the Three Million Homes Programme.

The Government is also offering Credit for Women in Precarious Economic Circumstances, with a ceiling of up to Rp15 million and accompanying support, to widen access to formal financing for women on low incomes.
